About this file
Certification of Non-Segregated Facilities and Non-Employment of Illegal Alien Labor
This is a compliance certification document required by Capital Region Water (CRW) for bidders on the 2027 Sewer System Improvements Project in Pennsylvania. The document obligates contractors and subcontractors to certify that they maintain non-segregated facilities and do not employ illegal alien labor in performance of the contract work. All bidders must execute this certification as a condition of bid submission and contract award. The certification applies to all work performed under the contract, including materials, equipment, labor, and miscellaneous services contemplated by the Contract Documents. Responses are required to be submitted through the PennBid Procurement Portal, with sealed bids due by October 27, 2026, at 10:00 a.m. EST. The contract is awarded on a unit price basis to the overall lowest responsible bidder as determined by CRW's Board of Directors, with contract terms and conditions established in the formal Contract Documents available on the PennBid platform.
This certification represents a mandatory pre-award requirement under federal compliance standards, obligating bidders to affirm they operate workplaces free from racial, color, or national origin discrimination and comply with immigration employment verification requirements. The certification must be signed by an authorized company representative and submitted as part of the complete bid package. Failure to provide this certification or providing false statements may result in bid rejection or contract termination. No specific performance bonds, payment bonds, or bid bonds are mandated for this particular certification document, though bonding requirements may apply to the overall 2027 Sewer System Improvements Project contract as detailed in separate contract provisions.

The Bidder agrees that (except where he/she has obtained identical certifications from proposed subcontractors) prior to the award of subcontracts exceeding $10,000 which are not exempt from the provisions of the Equal Employment Opportunity Clause, that he/she will retain such certifications in his/her files.
