About this file
This is a technical specification document for Section 01 35 15 - Notifications and Other Coordination, applicable to Capital Region Water (CRW) construction projects in Harrisburg, Pennsylvania, including the 2027 Sewer System Improvements Project. The document establishes mandatory notification and coordination requirements for contractors performing water utility work, including water main replacement, service line installation, fire hydrant replacement, and surface restoration. The specification requires contractors to provide written notification to CRW at least one full calendar week in advance of any water service interruptions to customers, with additional requirements mandating that CRW provide 72 hours' advance notice to affected customers and contractors post written notice at least 24 hours before service interruption. Contractors must also provide minimum three business days' written notice (excluding holidays) prior to requesting field support from CRW for activities such as valve turning, cleaning, flushing, CCTV inspections, and testing. If a contractor reschedules a service interruption by more than five calendar days from the original date, revised written notification to affected customers must occur at least 72 hours in advance, with updated posted notices at least 24 hours prior to the new interruption date. The specification also requires coordination with applicable authorities having jurisdiction, including PennDOT, City of Harrisburg, Office of Parking Enforcement, and SP+ Municipal Services, with contractors responsible for following all required notification procedures for street work activities.
The document explicitly states that contractors are not eligible to receive additional contract time or compensation due to delays caused by CRW's notification requirements or the contractor's failure to meet re-notification obligations. By submitting their bid, contractors acknowledge CRW's internal notification requirements and accept sole responsibility for proper coordination with the Owner and Engineer. Failure to meet the notification requirements outlined in the specification may result in postponement of work at CRW's discretion, with no entitlement to additional contract time or compensation for such delays. The specification is cross-referenced with related sections covering project coordination, project meetings, construction progress reporting, and water utility operations and maintenance, indicating this notification and coordination protocol is integral to the overall project execution requirements for CRW capital improvement projects.

A. Water Service Interruptions
1. The Contractor shall notify the Owner in writing at least one (1) full calendar week in advance of any water service interruptions to the OWNER’S customers. This includes but is not limited to construction activities such as valve turning or work on individual service laterals.
2. The Contractor shall not interrupt the water service of any customer of the Owner without first confirming, in writing, that the Owner has made their notification(s) to affected customer(s) and that the Contractor has provided proof to the Owner and/or Engineer that the Contractor has posted written notice to the affected customer(s) at least 24 hours prior to the service interruption. (Unless otherwise agreed to, between the Owner and Contractor, “proof” shall be photographic documentation showing that the Contractor has posted written notices.)
3. By submission of their bid, the Contractor is acknowledging that the OWNER has internal requirements to provide notice to customers at least 72 hours in advance of planned water service interruptions. This requirement may impact the
Contractor’s schedule; and as such it is the Contractor’s sole responsibility to properly coordinate with the Owner and their Engineer such that the notification requirements of the Owner are not detrimental to the Contractor’s schedule. The
Contractor is not eligible to receive additional contract time or monies due to any delays that may be caused to the Contractor by the notification requirements of the Owner.
4. The Contractor may become responsible to provide notice to the Owner’s customers or other such parties, should the Contractor alter their schedule after the Owner has made or distributed notices based on the schedule that the
Contractor initially provided to the Owner or Engineer. See 3.4, below, “Rescheduling and Re-Notification Requirements.”
B. Street Work
1. Contractor shall follow the requirements of the City of Harrisburg, PennDOT or other such applicable AHJ and shall post required written notices in accordance with applicable requirements.
3.2 Notifications to the Owner
A. The Contractor shall notify the Owner in writing at least one (1) full calendar week in advance of any water service interruptions to the Owner’s customers. See 3.1.A.1 above.
B. The Contractor shall notify the Owner in writing a minimum of three (3) full business days (excluding Holidays observed by the Owner) prior to requesting field support from the Owner. The Contractor may be required to also notify the Owner’s Engineer or to follow up their written notification with an Outlook Calendar invite, or similar scheduling method. Items requiring field support of the Owner to the Contractor may include, but shall not be limited to: valve turning; cleaning, flushing, CCTV inspections, additional field locations and investigations; testing; etc.
3.3 Coordination With the Owner
A. As stated elsewhere, full and proper coordination with the Owner is the sole responsibility of the Contractor. By submission of their bid, the Contractor is acknowledging this fact along with the fact that the Owner has various notification and coordination requirements. The Contractor is not eligible to receive additional contract time or monies due associated with any delays that may be caused to the Contractor by the notification requirements of the Owner.
3.4 Rescheduling and Re-Notification Requirements
A. If the Contractor delays a previously scheduled service interruption by more than five
(5) calendar days, compared to the original date provided to the Owner and affected customers, the Contractor shall:
1. Notify the Owner in writing of the revised interruption date no less than seven (7) calendar days in advance of the new date.
2. Prepare and distribute updated written notice to all affected customers no less than seventy-two (72) hours prior to the revised interruption date. This notice shall include the new date and time of the planned service interruption, the expected duration, and any other relevant details.
3. Post the updated written notice at each affected customer’s premises no less than twenty-four (24) hours prior to the revised interruption date. The responsibility for posting these notices lies solely with the Contractor.
4. Coordinate with the Owner and/or Engineer to confirm that all notification requirements have been met prior to proceeding with the service interruption.
B. The Contractor acknowledges that failure to meet the notification requirements outlined herein may result in postponement of the work at the Owner’s discretion. The
Contractor shall not be entitled to additional contract time or compensation due to delays resulting from their failure to properly re-notify the Owner or affected customers.
