VIPR I-BPA for Clerical Support Unit for Region 13 - National
The Department of Agriculture's US Forest Service is soliciting quotes for Clerical Support Units through a Virtual Incident Procurement (VIPR) Incident Blanket Purchase Agreement (I-BPA) for Region 13's National Zone. The solicitation seeks small businesses capable of providing comprehensive clerical resources for emergency response scenarios, including wildland fire suppression, all-hazard incidents, and prescribed project work. Vendors must meet specific qualification requirements, including having a valid email address, Unique Entity ID (UEI) number, active System for Award Management (SAM) registration, and a Login.gov account to participate in the VIPR system. The solicitation requires contractors to provide all necessary equipment, materials, supplies, transportation, lodging, and trained personnel to meet agreement specifications. Quotes are due by March 31, 2025, with the opportunity focused on supporting emergency and incident response operations across multiple potential dispatch centers.
The contract is designated as a total small business set-aside, with the government anticipating multiple I-BPA awards that will consider socioeconomic status advantages during ranking. The agreement supports up to 16-hour daily shifts, with rates to be determined annually and potential use by interagency cooperators including the Department of Interior, National Park Service, and Bureau of Indian Affairs. Contractors will be selected based on their ability to provide resources closest to their geographical location to ensure timely and cost-effective incident support. The Forest Service Fire and Aviation Management Regional Program Office will conduct annual reviews to potentially add new contractors or resources during the contract period. While specific award values are not explicitly stated, the solicitation emphasizes the dynamic nature of the contract, which is designed to provide flexible clerical support capabilities for emergency and incident response scenarios across Region 13's operational territory.
