About this opportunity

The Federal Emergency Management Agency (FEMA) is seeking a contractor to provide outbound mail operations services supporting its Individuals and Households Program (IHP) during disaster response scenarios. This Request for Information (RFI) aims to identify qualified small businesses capable of establishing a robust mail operations infrastructure with trained staff to process large volumes of disaster applicant correspondence. Vendors must submit a comprehensive response by February 14, 2025, including a cover sheet with company details and a three-page capability statement highlighting experience in mail processing and disaster operations. The RFI requires respondents to demonstrate expertise in handling sensitive applicant communications, with a focus on privacy, accuracy, and timely delivery. Evaluation will center on vendors' ability to manage extensive outbound mail requirements, with particular attention to past performance in mail processing and disaster-related operations.

The opportunity is designated as a Total Small Business set-aside, targeting small business concerns including HUBZone, service-disabled veteran-owned, 8(a), and woman-owned businesses. The contract anticipates a baseline monthly volume of 500,000 document images with surge capacity up to 22,500,000 images, structured as a firm-fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The performance period will include one base year with a 90-day phase-in, followed by four potential one-year option periods. While no specific award value is mentioned, the contract will require comprehensive capabilities including document printing, envelope insertion, postage application, and USPS system integration across the continental United States. Critical performance standards include 48-hour processing of print queues and 72-hour turnaround from queue to USPS system entry, with stringent requirements for personally identifiable information protection and overall data security.

The purpose of this notice is to obtain information regarding the 1) availability and capability of qualified sources and 2) availability of capable firms to provide the contemplated requirements listed within the DRAFT SOW. The information provided herein is for informational purposes only. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. BACKGROUND:

The Federal Emergency Management Agency (FEMA), a component of the U.S. Department of Homeland Security, is authorized, pursuant to the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended (42 U.S.C. Chapter 68), to assist individuals and households following Presidentially-declared disasters and emergencies. In cooperation with state governments, FEMA provides grant assistance to disaster victims in accordance with the Act. These programs receive extensive visibility from the highest levels of federal, state, and local governments and are continually reported on in the public media.

Disaster declarations and resulting assistance applications create a need to process large quantities of outbound applicant correspondence in a short timeframe. Privacy, accuracy, and timely delivery of services are required to ensure that the needs of the disaster applicant are met through the most expedient means possible.

FEMA has determined the most efficient way to manage an outbound mail operation is through contractor support.
