About this opportunity

The U.S. Embassy in Abu Dhabi is seeking a qualified contractor to perform Diplomatic Post Office (DPO) Services for processing mail between the embassy and Dubai International Airport. The Department of State is issuing a competitive solicitation (RFQ # 19TC1025Q0003) for a contractor to handle approximately 6,000 incoming and 400 outgoing mail bags annually, totaling around 40,000kg of diplomatic mail. Quotations must be submitted electronically to AbuDhabiContracts@state.gov by March 20, 2025, at 10:00 am UAE time, with all submissions requiring complete documentation including SF-1449, pricing details, representations and certifications, and proof of SAM registration. Potential offerors are invited to a pre-quotation conference on March 4, 2025, and can submit clarification questions by February 27, 2025. The contract will be awarded to the responsible offeror submitting the lowest-priced acceptable quote, with evaluation based on initial quotations without anticipated discussions.

The solicitation is an unrestricted competition under NAICS code 561431 for Private Mail Centers, with no specific set-aside designations. The contract structure is an Indefinite Delivery/Indefinite Quantity (IDIQ) firm-fixed-price agreement with one base year and three optional one-year extensions. The minimum contract amount covers 1,000 bags, while the maximum extends to 20,000 bags, with an estimated average of 115 bags processed weekly. The place of performance is located on Al Falah Street in Abu Dhabi, United Arab Emirates. Contractors must comply with UAE legal requirements, maintain appropriate insurance, and provide a Project Manager capable of English communication. The estimated weekly mail volume and multi-year contract structure suggest a potential total contract value that would be attractive to qualified logistics and mail processing firms specializing in international diplomatic mail services.
