About this opportunity
The Federal Emergency Management Agency has awarded a sole-source purchase order to Intellectus, LLC for inbound mail surge operations supporting disaster survivors at the Hyattsville, Maryland FEMA Recovery Center on a limited-sources basis under 41 U.S.C. 3304(a)(2), citing unusual and compelling urgency.
The justification rests on the expiration of the incumbent IDIQ contract on April 30, 2026 without a replacement in place until December 2026 at earliest due to approval delays. Current disaster activity is expected to exhaust baseline processing capacity (50,000 inbound mail images and 100,000 fax/e-correspondence images monthly) by approximately July 15, 2026. Market research conducted April–May 2026 confirmed no alternative vendor or contract vehicle—including GSA OASIS, FSSI BPAs, or interagency agreements—could deliver all required services within the operational timeline. Intellectus requires no new security clearances, ramp-up time, or government-furnished equipment and can begin operations immediately.
Services include daily mail pickup, document preparation, scanning, tracking, filing, National Archives and Records Administration preparation, translation services, and fax document review and splitting. The contract period is 150 days (five months) from award, with performance projected through mid-November 2026. Pricing was determined fair and reasonable based on pre-negotiated Option Year 4 surge rates from the expired IDIQ and May 2026 market research confirming these as the least expensive available rates. FEMA will post a SAM.gov announcement within two weeks of award and is conducting a full and open re-compete IDIQ to restore competition for future inbound mail operations.

The contractor shall provide all management, personnel, services, supplies, equipment (except for Government Furnished Equipment), and facilities necessary to operate an inbound mail processing operation in accordance with the requirements of the Statement of Work (SOW).
