About this opportunity
The Federal Emergency Management Agency (FEMA) is seeking contractor support for inbound mail operations services to support its Individuals and Households Program (IHP) during disaster response efforts. This Request for Information (RFI) aims to identify qualified small businesses capable of processing large volumes of disaster applicant correspondence with high standards of privacy, accuracy, and timely delivery. The RFI requires interested vendors to submit a comprehensive response by February 14, 2025, including a cover sheet with company details, a three-page capability statement highlighting relevant mail processing and disaster operations experience, and responses to specific RFI questions. Responses must be submitted in Microsoft Word or searchable PDF format and cannot exceed six total pages. FEMA will use these submissions to assess industry capabilities and potential sources for a future solicitation, with a focus on vendors who can demonstrate expertise in managing complex mail processing requirements during disaster recovery scenarios.
The opportunity is designated as a total small business set-aside, targeting private mail centers and administrative support contractors within the NAICS 561431 category. The draft Statement of Work indicates a firm-fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a base period of one year and four potential option years. The contractor must maintain a baseline processing capacity of 50,000 images monthly, with surge capabilities up to 1.25 million images, and handle approximately 100,000 monthly fax and electronic correspondence reviews. The contract requires the selected vendor to be fully operational within 90 days of award, with all facilities and employees located within the continental United States. While no specific award value is mentioned, the comprehensive requirements suggest a significant operational commitment, including capabilities for document translation, secure handling of personally identifiable information, and rapid response to disaster-related correspondence processing needs.

BACKGROUND:
The Federal Emergency Management Agency (FEMA), a component of the U.S. Department of Homeland Security, is authorized, pursuant to the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended (42 U.S.C. Chapter 68), to assist individuals and households following Presidentially-declared disasters and emergencies. In cooperation with state governments, FEMA provides assistance to disaster victims in accordance with the Act. These programs receive extensive visibility from the highest levels of federal, state, and local governments and are continually reported on in the public media.
Disaster declarations and resulting assistance applications create a need to process large quantities of inbound applicant correspondence in a short timeframe. Privacy, accuracy, and timely delivery of services are required to ensure that the needs of the disaster applicant are met through the most expedient means possible.
FEMA has determined that contractor support services are the most efficient way to manage the inbound mail operations.
