About this opportunity
The United States Department of Agriculture (USDA) Forest Service is soliciting quotes for Clerical Support Units (CSUs) through a Virtual Incident Procurement (VIPR) Incident Blanket Purchase Agreement (I-BPA) for emergency and wildland fire suppression support in Region 13. The solicitation seeks small businesses capable of providing fully equipped clerical support resources for local, regional, and nationwide fire suppression, all-hazard incidents, and prescribed project work. Vendors must have a valid email address, Unique Entity ID (UEI) number, active System for Award Management (SAM) registration, and a Login.gov account to participate. Proposed rates should be based on up to 16-hour daily shifts, with pricing evaluated by comparing proposed prices to the Independent Government Cost Estimate to ensure fair and reasonable compensation. The solicitation was posted on February 24, 2025, with proposals due by March 31, 2025, and will be competitively awarded to multiple contractors.
The contract is set aside exclusively for small businesses, with additional consideration given to socioeconomic status advantages during the selection process. Contractors will be responsible for providing all necessary equipment, materials, supplies, transportation, lodging, and trained personnel to meet agreement specifications. The agreement allows for potential use by interagency cooperators such as the Department of Interior, National Park Service, and Bureau of Indian Affairs, subject to their specific payment and administrative terms. Dispatch centers will be geographically distributed, with vendors encouraged to select the dispatch center closest to their resource location to optimize response times and minimize travel costs. The Forest Service Fire and Aviation Management Regional Program Office will conduct annual reviews to determine whether to initiate an on-ramping process for adding additional contractors or resources. The contract's duration and potential award value are not explicitly stated, but the solicitation indicates an intent to establish multiple I-BPAs for emergency incident support across Region 13.

Update #1 ·
The Department of Agriculture (USDA), US Forest Service (USFS) ?National Zone anticipates soliciting quotes (RFQ) for Clerical Support Units for use during local, regional, nationwide fire suppression, all-hazard incidents, and RX Prescribed Project Work.?? Section D.2 within the solicitation will contain equipment & personnel requirement details. The resources may be used in the protection of lands, to include but not be limited to, severity, fire suppression, all-hazard incidents, and RX Prescribed Project Work.
Optional awarded Agreement use by Interagency Cooperators (DOI, NPS, BIA, State etc.) are subject to that agency?s payment and administrative terms.
The USFS Fire and Aviation Management (F&AM) Regional Program Office Representatives will determine annually whether it is in the Government's best interest to initiate an open season on-ramping process to add additional Contractors and/or resources during the annual Contracting Officer (CO) review period noted in Section C.3.1 of the solicitation.
RATES: Proposed rates should be based on up to a 16-hr daily shift and include all within B.2 -- PRICING AND ESTIMATED QUANTITY. Note: D.21.8.1 -- Rates of Payments. Payment will be at the rates specified in the agreement that is in effect at the time of the order.
DISPATCH CENTER: Agreements will be competitively awarded within the advertised and available regional dispatch centers. Agreement intent and Government guidance is for quoters to select the available dispatch center closest to their resource location to reasonably meet the Government's (Host Agency's) date and time needed for emergency incident support, as well as offer best value to the Government for travel costs for each potential dispatch/BPA Call. Since wildland fire support and locations are unknown at time of award, selection of a host dispatch center/zone outside of where the resources reside may result in loss of opportunity and failure to meet Government's critical and timely need at time of incident.
