About this opportunity
The Federal Emergency Management Agency has awarded a sole-source purchase order to Allison Payment Systems/Doxim, LLC for outbound mail surge services on May 20, 2026, with a base-year value of $225,000.
FEMA invoked FAR 6.302-2, unusual and compelling urgency, as its statutory authority. The justification rests on immediate disaster relief needs: current disaster activity related to DR4898-TN and DR4899-MS is projected to exhaust the monthly baseline mail capacity of 500,000 images by mid-May 2026, and FEMA's previous outbound mail IDIQ contract with the same contractor expired in April 2026. The replacement IDIQ will not be available until December 2026 or later due to delays in the DHS Secretary memo approval process. Without this surge award, FEMA cannot process additional disaster correspondence or prepare adequately for hurricane season beginning June 1, 2026. Market research confirmed that alternative sources through GSA, interagency agreements, or strategic sourcing contracts cannot meet the compressed timeline or provide all required services. The contractor requires no new security clearances, ramp-up time, or equipment procurement, enabling immediate service delivery.
The contract is structured as Firm Fixed Price with a 12-month base year, funded by Disaster Relief (Fund Code 6) no-year funds. Services include printing, inserting, applying postage, and pre-sorting correspondence, with the contractor providing all management, personnel, supplies, equipment (except Government Furnished Equipment), and facilities. Place of performance is Indianapolis, Indiana. NAICS 561431 (Private Mail Centers); PSC R604 (Support—Administrative: Mailing/Distribution).

Justification and Approval for Other Than Full and Open Competition
FEMA has a requirement to provide outbound mail services for disaster survivors. Outbound mail operations include printing, inserting, applying postage, and pre-sorting correspondence addressed to disaster victims. Due to current disaster activity, the Agency is currently on a path to exceed existing outbound mail baseline requirements by mid-May 2026. There is no existing contract vehicle to award new surge task orders for outbound mail operations, and due to new disaster surge activities (specifically related to DR4898-TN and DR4899-MS), an urgent and compelling need has arisen to provide immediate outbound mail surge support for these disasters. This requested purchase order award falls under FAR 6.302-2 unusual and compelling urgency, and is the only method of fulfilling the Government’s need without serious injury to the Government (see paragraph (b) of section 6.302-2).
Awarded contract 70FB7026P00000010 to unknown vendor for unknown amount on 2026-05-20.
