Construction Services for Piping Replacement and Egress Improvements, Refrigeration Plant Revitalization (RPR) Phase V, Capital Power Plant
The Architect of the Capitol has a requirement for Construction Services for Piping Replacement and Egress Improvements, Refrigeration Plant Revitalization (RFP) Phase V, Capital Power Plant (CPP) (Project Number PP 08001J) – Construction Services involves the revitalization of the West Refrigeration Plant (WRP) and limited work in the West Refrigeration Plant Expansion (WRPE). All work will occur within an existing and fully operational plant. The project, including Base Bid and all Options is expected to be $10M and above. This phase shall include the following:
Base Bid: Demolition and replacement of Chilled Water Piping in the WRP basement. Work will include piping 42” diameter and below, to include insulation, jacketing, and miscellaneous devices and valves as described in construction documents.
1. Sub-Option A: Condenser Water piping (Basement). This sub-option includes the demolition and new work construction of the condenser water piping in the Basement Level of the WRP only.
2. Sub-Option B: Condenser Water piping (First Floor). This sub-option includes the demolition and new work construction of the condenser water piping on the First Floor of the WRP only.
3. Sub-Option C: WRP condenser water filtration system. This sub-option includes the new work construction of the condenser water traveling screen filtration system located in the Basement Level of the WRP only.
4. Sub-Option D: WRPE condenser water filtration system. This sub-option includes the new work and limited demolition construction of the condenser water traveling screen filtration system located in the Basement Level of the WRPE only.
5. Sub-Option E: WRP/WRPE ball cleaner system. This sub-option includes the new work and limited demolition construction of the ball cleaner system located on the First Floors of the WRP and WRPE.
6. Sub-Option F: WRPE Electro Cell Particle Precipitator Filter. This sub-option includes the demolition and new work construction of the electro cell particle precipitator filter system for the condenser water located in the Basement Levels of the WRP and WRPE.
7. Sub-Option G: WRPE Piping Seismic Supports. This sub-option includes the new work construction costs to install seismic supports to the existing chilled water and condenser water piping on the WRPE’s Basement Level and First Floor.
Construction Duration – Base Bid: The construction duration for completion of the base bid shall be no more than 548 calendar days (18 months) from the Notice to Proceed (NTP). Bid Options will be awarded within one calendar year from Base Bid NTP. Project duration for bid options varies depending on timing of award, not to exceed 912 calendar days (30 months) from Base Bid if awarded one year from Base Bid NTP.
THIS IS NOT A SOLICITIATION. A formal solication is planed to be issued in November or December 2021. The Architect of the Capitol seeks a contractor to provide vinyl banner and banner bridge installation services for wayfinding at the 2025 Presidential Inauguration. Fifteen aluminum banner bridges measuring 20-22 feet tall will be erected across Capitol Grounds, and thirty 4' x 20' printed vinyl banners will be fabricated and installed on the bridges. The contractor must also produce and deliver twenty-five 7'10" x 20' event marker banners to a separate agency. Responses to the combined sources sought notice and request for information are due no later than February 28, 2024.
There is no set-aside designation. The solicitation is anticipated to be issued in May 2024 under NAICS code 238990 with proposals due approximately 30 days later. The anticipated contract type is firm-fixed-price. Installation will take place from January 13-18, 2025, with de-installation by January 22, 2025. Key deliverables include fifteen aluminum banner bridge structures and thirty printed scrim vinyl banners to be installed for wayfinding throughout the Capitol Grounds in support of the 2025 Inaugural Ceremony.

The Architect of the Capitol (AOC), Acquisition & Material Management Division (AMMD), in consistent with the Federal Acquisition Regulation (FAR) 15.201(c)(5) is notifying interested parties that AOC will be seeking information on technically capable, and otherwise responsible, quality contractors for the Administrative Office of the U.S. Courts (AOUSC) Space Realignments Task 2 and 4, Thurgood Marshall Federal Judiciary Building (TMFJB). The objective of AOC is to award to the most responsive and responsible bidder.
This contract will be awarded as a Firm-Fixed-Price Contract.
General Description of Scope of Services:
The existing office suites were built during the original construction of the TMFJB. In order to meet current operational requirements and increase efficiency, the AOUSC needs to reconfigure and modernize these areas. The office suites will be renovated to meet the needs of a modern workspace, with teaming space, improved space utilization due to increased number of employees, and updated finishes.
The Contractor Shall:
Phased demolition of existing 2nd, 4th, and 5th floor spaces
Installation of temporary partitions to separate active construction zones from occupied spaces
Phased construction of the demolished spaces on 2nd, 4th, and 5th floors
Installation of new walls, ceilings, finishes and fixtures
Modifications to existing mechanical, electrical and plumbing systems to support new space configurations
Start-up and commissioning of new or modified mechanical systems
Completion of project operations and maintenance manuals and project close out
All work will be performed at night.
The construction documents are subdivided into a base bid and four (4) options.
Base Bid: The base bid includes the demolition and reconstruction of the DAS-ASO spaces (2nd and 5th floor areas) and the DPS-AD suite (4th floor area)
Option 1: Replace FCU’s with BASNet compatible units in Task 2 DAS-ASO 2nd and 5th Floor Spaces
Option 2: Provide furniture, furnishings and equipment (FF&E)for) for Task 2 DAS-ASO 2nd and 5th floor spaces.
Option 3: Replace FCU’s in Task 4 DPS-AD Suite (4th Floor) with BASNet compatible Units
Option 4: Option 4 provides furniture, furnishings and equipment (FF&E) for the Task 4 DPS-AD Suite (4th Floor)
Size Standard:
The NAICS Code for this project is 236220- Commercial and Institutional Building Construction and the small business size standard is $39.5 Million.
The estimated cost range of the project is $2,700,000.00 to $4,000,000.00 this includes base plus two (2) option periods.
Selection Procedures:
The anticipated contract will be procured utilizing source selection procedures as described in FAR Part 15.101-2 (a) The lowest price technically acceptable source selection process is appropriate when best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price.
