About this opportunity
The Architect of the Capitol (AOC) is seeking a contractor to provide a temporary exterior food service facility at the U.S. Capitol Building during ongoing kitchen renovations. The Request for Proposals (RFP) calls for a fully equipped, all-electric kitchen facility that meets 2022 FDA Food Code requirements, with specific equipment specifications including a floor fryer, electric range, convection ovens, griddle, and walk-in cooler/freezer. The contract will use a best value tradeoff process with five evaluation factors in descending order of importance: Technical Approach, Key Personnel, Corporate Experience, Past Performance, and Price. Contractors must demonstrate at least 10 years of experience in leasing and maintaining temporary food service facilities and submit three relevant contracts completed within the past five years. The proposal submission deadline is February 27, 2025, at 12:00 PM EST, with an optional pre-proposal site visit scheduled for February 12, 2025.
The contract is not set aside for any specific business category and will be awarded using NAICS code 722330 for Mobile Food Services. The total contract period spans approximately 24-29 months, including a base 12-month lease period with multiple option periods: a 12-month extension, two 3-month options, and a 6-month FAR 52.217-8 extension. The temporary facility must be delivered and operational by July 28, 2025, with an anticipated contract start date of March 1, 2025. The facility will be located on the east front of the Capitol building within a 17' x 60' footprint, with the government providing utility connections and an enclosed connector. Contractors must comply with U.S. Capitol Police security requirements, including background checks for all personnel, and maintain specific liability insurance with minimum limits of $500,000 per occurrence and $2 million aggregate.
