About this opportunity
The Architect of the Capitol Acquisition and Material Management Division seeks multiple award Blanket Purchase Agreements for uniforms and fitting room services, with quotations due June 11 and questions due May 20. Amendment 01 issued May 20 provides answers to vendor questions in Attachment J.17.
The procurement is unrestricted (no set-aside). AOC anticipates awarding two BPAs but reserves the right to award one. Place of performance is Washington, DC, with on-site fitting room staffing required two days per week and delivery locations specified for ten AOC jurisdictions including Capitol Building, House and Senate Office Buildings, Supreme Court, Library of Congress, Capitol Power Plant, and Botanic Garden. The NAICS code is 315990, Apparel Accessories and Other Apparel Manufacturing; PSC is 8440.
The BPA period consists of one base year (August 3, 2026 through August 2, 2027) plus four one-year options, totaling five years if all options are exercised, with possible six-month extension under FAR 52.217-8. Quotations must address approximately 80 line items across shirts, work pants, outerwear, hats, and other uniform components for approximately 1,700 uniformed employees. Pricing is firm fixed for delivery orders and labor hour for fitting room services at 770 hours per 12-month ordering period. Pricing shall remain unchanged for the entire five-year term.
Contractors must confirm availability of all brand and style numbers listed in Attachment J.5 Pricing Sheet and provide all embroidery, patch applications, digitizing, customization, and pant length alterations at no additional cost. Delivery timeline is 10 business days from manufacturer, 10 business days for embroidery, and 4 days for final delivery. Quoters must be actively registered in SAM with a valid UEI. Evaluation prioritizes non-price factors—Technical Approach, Key Personnel, Corporate Experience, and Past Performance—over price, using best value tradeoff analysis. Quoters receiving Acceptable or above rating on the first three factors proceed to price evaluation. Service Contract Act wage determinations apply. Quotations must be submitted in two volumes: Volume I (Technical Approach, Key Personnel, Corporate Experience, Past Performance) and Volume II (Price and SF 18).
