About this opportunity

The Architect of the Capitol seeks to procure 20,000 megawatt-hours of Renewable Energy Certificates annually under a Firm Fixed Price contract, with quotations due 6:00 PM ET Wednesday, September 16, 2026 (as amended), and questions due by 12:00 PM ET Monday, September 14, 2026. This is an unrestricted procurement.

Place of performance is Washington, DC (Capitol Power Plant and 16 Capitol Hill buildings serviced by PEPCO). The contract period consists of one base year (September 28, 2026 through September 27, 2027) covering renewable generation from October 1, 2025 through September 30, 2026, plus four one-year option periods extending through September 27, 2031. The NAICS code is 221122, Electric Power Distribution; PSC is 9999, Miscellaneous Items.

RECs must originate from renewable resources placed in service within the last 10 years, meet Center for Resource Solutions Green-e Energy product certification standards, and be Green-e certified. Eligible sources include solar, wind, ocean, hydro, and geothermal resources. Quoters must identify specific generating facilities at quotation time; no geographic restrictions apply within the United States. RECs must be tracked in approved registries (PJM GATS, M-RETS, or WREGIS) and retired on AOC's behalf. Contractors must submit annual reports verified by independent third-party auditors by June 30 each year, including affidavits certifying source locations, vintage year compliance, non-duplication of sales, full environmental attribute conveyance to AOC, and non-application to other federal, state, or local renewable energy mandates.

Evaluation follows a Lowest Price Technically Acceptable (LPTA) process. Factor 1 (Technical Acceptability) requires documentation demonstrating REC type validity, matching vintage year with no substitutions, specified renewable resource type, and credible tracking and retirement methods. Factor 2 (Price) conducts reasonableness and realism analysis. Award is anticipated for September 28, 2026. Quoters must be registered in SAM and submit quotations via email only in two volumes: Volume I (Technical, maximum 5 pages) and Volume II (Price, all pricing tabs in Attachment J.2). The contract supports AOC compliance with the Energy Independence and Security Act 2007 (7.5% renewable energy requirement) and LEED credits for Capitol building renewal projects.
