About this opportunity
The Architect of the Capitol seeks preventive maintenance and repair services for approximately 54 conservatory door systems at the United States Botanic Garden, with proposals due September 16, 2026. No set-aside is used; market research determined insufficient small businesses capable of independently performing the work.
Place of performance is Washington, DC 20515. Work encompasses 20 pairs of automatic sliding doors, 6 automatic swing doors, 28 pairs of monumental manual doors, 6 stairwell fire doors, and 2 pairs of glass lobby doors. The contractor must perform monthly preventive maintenance including inspections, sensor calibration, track cleaning, belt tensioning, and motor checks, with immediate replacement of high-wear items (drive belts, sensors, bottom guides, weatherstripping) at no annual quantity limits. Quarterly specialized maintenance for fire and glass doors must comply strictly with NFPA 80/101 standards. The contractor must maintain truck stock of critical components to enable first-fix capability and provide emergency response within four hours of notification, 365 days annually between 6:30 a.m. and 9:30 p.m., with the first four emergency calls per year included in the base bid. Work hours for routine maintenance are 7:00 a.m. to 10:00 a.m., Monday through Friday. All work must comply with AAADM, ANSI/BHMA, and NFPA standards and exercise extreme care to protect living plant collections and beneficial insects.
The NAICS code is 238290, Other Building Equipment Contractors; PSC is J056. The contract is firm-fixed-price with a 12-month base year beginning November 1, 2026, and four 12-month option periods, plus an optional six-month extension, for a total potential five-year period. Award will use a Lowest Priced Technically Acceptable evaluation approach, with technical acceptability determined by demonstrated capability, resources, clear understanding, and technical mastery. All contractor employees require E-Verify verification, Capitol Police background checks, and security badging prior to work commencement. Questions must be submitted by August 28, 2026. Amendment 0004 (effective September 1, 2026) changed the August 26 mandatory site visit to optional and extended the proposal deadline from September 8 to September 16, 2026, at 12:00 p.m. EST. Proposals must be submitted in two volumes: Volume I (technical approach, three pages maximum, no pricing) and Volume II (pricing in Excel format plus Standard Form 33 and provision fill-ins). All submissions must be in Microsoft Office or Adobe PDF format, maximum 15 MB email size, single-spaced with 12-point Times New Roman or Calibri font. The Contracting Officer is Tim Nyberg (tim.nyberg@aoc.gov).
