About this opportunity
The Architect of the Capitol (AOC) is seeking professional conservation services for the conservation and stabilization of plaster and decorative paint at the President's Room (S-216) ceiling in the United States Capitol Building. The contractor must provide architectural conservation expertise to develop a comprehensive treatment plan for ceiling plaster restoration and repair, followed by implementation of that plan. Key objectives include preventing the loss of valuable plaster, decorative paintings, frescoes, and seccos created by renowned artist Constantino Brumidi in 1859-1860, and safely re-adhering plaster to the masonry vault where delamination has occurred. The successful Architectural Conservator will review reference documents, survey existing conditions, develop design solutions, and provide detailed treatment specifications and cost estimates for the implementation phase. This pre-solicitation notice was posted on March 12, 2026, with a due date of March 16, 2026, though this notice is intended to advise industry of the upcoming procurement rather than serve as an immediate request for proposals.
No set-aside designation has been applied to this procurement. The notice does not identify any current incumbent contractors or provide specific award values or budget ranges. The contract structure includes a design phase followed by an unpriced implementation option, though detailed timeline requirements and quantity specifications are not specified in the pre-solicitation notice. As a Legislative Branch agency, the AOC is not subject to certain federal procurement regulations, which may affect the selection process and contract administration. The President's Room has been in use since its completion in 1860 and continues to serve as the location where Presidents sign legislation and conduct official interviews and press conferences, making the preservation of this historically significant space a priority for the agency.
