About this opportunity

The Architect of the Capitol (AOC) is seeking construction management services through an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) covering facilities across the Capitol Complex. The solicitation (AOCACB24R0128) requires contractors to provide comprehensive construction management, inspection, scheduling, claims analysis, quality control, and administrative support services for various federal buildings including the Capitol, House and Senate Office Buildings, Library of Congress, and Supreme Court. Proposals will be evaluated across five factors in descending order of importance: Corporate Experience and Expertise, Management Approach, Key Personnel, Past Performance, and Price, with the non-price factors being significantly more important. The government intends to make approximately four awards, with proposals originally due on February 5, 2025, at 5:00 PM Eastern Time. Contractors must demonstrate capacity to handle at least four simultaneous contracts/task orders with a combined minimum value of $500,000 and provide key personnel including Construction Executives, Senior Construction Managers, and specialized technical roles.

The solicitation is partially set aside for small businesses, with the government planning to award two contracts in an unrestricted track and two in a small business track. The contract has a base period of one year with seven one-year option periods and a potential six-month extension, spanning fiscal years 2025-2033. The maximum contract value is $200,000,000 across all contracts, with individual task orders limited to $20,000,000. Work will be performed primarily in Washington, DC, with additional locations in Maryland and Virginia, including facilities at the Capitol Complex, Fort Meade, and the Blue Plains Complex. Contractors must obtain security clearances, pass criminal background checks, and comply with strict confidentiality requirements, including handling Controlled Unclassified Information. Key personnel will be required to have relevant certifications such as CCM, PE, PMP, and OSHA credentials, and must be prepared to use E-Builder as the primary project management information system.

Notice text

The Architect of the Capitol (AOC) is issuing a Request for Proposal (RFP) for construction management services under an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC). This contract is in support of facilities management for the Capitol Complex to include House Office Buildings, Senate House Office Buildings, United States Capitol Building, Library of Congress, Supreme Court of the United States, Thurgood Marshall Judiciary Building, US Botanic Gardens, the Capitol Power Plant, Library of Congress facilities at Fort Meade, and the AOC Blue Plains Complex located in S.E Washington, D.C. These services have allowed smooth delivery of critical design and construction projects. This need still exists in order for
successful implementation of support services for the Capitol Complex. Jurisdictions have expressed interest and the need for continued CMS capabilities into the future. The IDIQ is a valuable and expedient procurement vehicle for delivery of the necessary construction management needs. The selection of a Construction Manager and individual Firm-Fixed-Price or labor hour task orders allows for faster delivery of the necessary personnel, material, equipment for project management and quality control services for AOC projects.
