About this opportunity

The Architect of the Capitol (AOC) has published a Special Notice documenting unanswered questions from an Industry Day event held on December 3-4, 2025, regarding upcoming food service operations at the Senate Office Buildings. This Special Notice serves as a follow-up to the original Industry Day announcement (SMA Notice ID: 2025SOBIndustryDay) and provides clarification to potential vendors interested in bidding on the forthcoming solicitations. The AOC is the civilian federal agency responsible for this procurement and has structured this notice to address inquiries that arose during both the virtual and in-person components of the industry day. The document consolidates questions and answers to ensure all interested parties receive consistent information as they prepare proposals. No contracts will be awarded from this Special Notice, as it is strictly informational in nature.

The AOC plans to award three separate contracts for food service operations across multiple Senate dining facilities, with an estimated total contract value of $15 million and performance beginning in December 2027. The Request for Proposals is scheduled to be posted in the early second quarter of fiscal year 2026, with contract award anticipated in summer 2027. Interested contractors should note that the procurement covers catering, vending, and retail services across Russell Food Service Outlet, multiple Senate dining facilities, and smaller outlets such as Inside Scoop and Hart Coffee Cart. Prospective bidders should be aware that one current contract involves a union with a collective bargaining agreement that may carry over to the new contract(s). The AOC is seeking experienced vendors capable of managing Senate food service operations for a contract population averaging 10,000 people annually across 32 in-session and 20 out-of-session weeks, with a planned 90-day service overlap for transition purposes.

Notice text

During the Senate Food Service Virtual held on December 3, 2025 and Site Walkthrough held on December 4, 2025, the AOC received several questions that were unanswered by the Government. This memorandum documents the questions asked for the AOC to either address in the solicitation or answer to an amendment to the SAM announcement.

The original SMA Notice ID is: 2025SOBIndustryDay
