About this opportunity

The Architect of the Capitol (AOC) is seeking qualified contractors to provide conservation services for historic murals and paintings located within the U.S. Capitol Building and surrounding Legislative Branch facilities. The agency requires specialized professionals with extensive experience in art restoration, specifically targeting works by notable artists such as Constantino Brumidi, Elmer Garnsey, Joseph Rakeman, and Allyn Cox. Contractors must demonstrate a minimum of 10 years of experience in fine art and decorative mural conservation, with the ability to perform comprehensive assessment and conservation tasks including documentation review, plaster surveying, sample analysis, and detailed restoration techniques. The RFI mandates that interested firms submit a 12-page capability statement by February 28, 2025, at 10:00 am ET, which must include company information, SAM registration details, past performance examples, key personnel credentials, and potential teaming arrangements. Evaluation will focus on firms' demonstrated expertise in handling complex art conservation projects involving various mediums such as oil on canvas, oil/tempera on plaster, and fresco works from the nineteenth and twentieth centuries.

The pre-solicitation notice indicates no specific set-aside designations for this procurement, suggesting the opportunity is open to a broad range of qualified contractors. While no specific budget range is disclosed, the solicitation implies a potentially significant and ongoing requirement for conservation services across the Capitol complex. The scope of work includes not only standard conservation activities but also emergency response capabilities, with contractors expected to be available within 48 hours of notification for urgent preservation needs. The NAICS code 711510 for Independent Artists, Writers, and Performers suggests the specialized nature of the required services. The government emphasizes that this Request for Information is purely for planning and knowledge-gathering purposes, and submission of a capability statement does not guarantee future solicitation or contract award. Interested firms should be prepared to demonstrate comprehensive geographic coverage and expertise specific to the unique architectural and artistic environment of the U.S. Capitol campus.
