About this opportunity

The Architect of the Capitol is issuing a pre-solicitation notice for professional conservation services to address the deterioration of plaster and decorative paint at the President's Room (S-216) ceiling in the United States Capitol Building. The scope of work requires an Architectural Conservator to review existing conditions, develop design solutions for ceiling plaster restoration and stabilization, and provide a comprehensive treatment plan including specifications and cost estimates for the implementation phase. Key objectives include preventing loss of valuable plaster, decorative paintings, frescoes, and seccos caused by deterioration, and safely re-adhering plaster to the masonry vault at locations where delamination has occurred. The successful contractor must demonstrate expertise in architectural conservation and the ability to handle historically significant 1859-1860 Constantino Brumidi frescoes and decorative finishes. The pre-solicitation notice was posted on March 11, 2026, with a pre-solicitation response deadline of March 24, 2026, allowing industry partners time to prepare for the formal solicitation.

This procurement carries no set-aside designation and is classified under NAICS code 54199 (All Other Professional, Scientific, and Technical Services) and PSC code R499 (Support-Professional: Other). The notice does not specify an award value or budget range, nor does it identify any current contractors or incumbents. The contract structure includes a design phase with an unpriced implementation option that may be exercised upon completion of the treatment plan. No specific timeline for service delivery is provided in the pre-solicitation notice, though the project addresses urgent stabilization needs identified in previous studies to ensure safe continued use of the President's Room, which serves as a critical legislative space for presidential signing ceremonies and media engagements.
