About this opportunity
The Architect of the Capitol is soliciting proposals for Campuswide Scrap Metal Recycling Services to collect and recycle scrap metal from AOC locations in Washington, DC; Fort George G. Meade, Maryland; Landover, Maryland; and Prince William County, Virginia in an environmentally responsible manner. The contractor must operate an active scrap metal collection, recycling, and processing facility within 25 miles of the U.S. Capitol, maintain certified scales, provide adequate staging space, furnish and maintain four 30-cubic-yard containers, and respond to service requests within 24 hours to seven business days. The Government will evaluate proposals using a Lowest-Price Technically Acceptable (LPTA) methodology based on technical capability (10-page maximum), past performance (minimum three recent contracts at 2 pages each), environmental compliance (no page limit), and price. Evaluation factors rated "Unacceptable" will render a proposal ineligible for award. Questions regarding the solicitation must be submitted by March 16, 2026 at 3:00 PM ET, and proposals are due April 14, 2026 at 3:00 PM ET, with Amendment 02 adding FAR 52.216-4 Economic Price Adjustment clause pricing indexed to American Metals Market Chicago postings multiplied by the contractor's competitive percentage.
This solicitation contains no set-aside designation and indicates the current incumbent is Joseph Smith & Sons, Inc. under contract AOCSSB21A0002. Annual tonnage is expected to range from 350 to 1,000 gross tons depending on AOC project workload and congressional funding, with historical data showing approximately four contractor pickups and twelve AOC deliveries per month. The contract structure is Firm-Fixed-Price with a 12-month base period (including one month for transition-in) plus four optional 12-month periods and one optional six-month extension, for a total potential duration of 5.5 years beginning in June 2026. Services will be performed Monday through Friday from 6:30 A.M. to 2:30 P.M., excluding weekends and federal holidays, across multiple AOC jurisdictions in the Washington, DC metropolitan area and Maryland. All contractor employees must pass United States Capitol Police background checks, complete E-Verify verification, and obtain Capitol Complex access credentials prior to work commencement.
