About this opportunity
The Architect of the Capitol is seeking to establish a Blanket Purchase Agreement (BPA) for the procurement of uniform items to support the agency's operational mission. This pre-solicitation notice, posted on December 1, 2025, with a response deadline of December 15, 2025, is being issued solely for information and planning purposes to identify potential sources capable of fulfilling this requirement. The government has indicated that evaluation will consider multiple factors, including uniform sample quality, with a recent amendment indicating the potential requirement for vendors to submit samples of all 69 items listed in the Draft Pricing Sheet to the AOC campus in Washington, DC. Additionally, the evaluation criteria will assess the ordering platform capabilities offered by vendors, including web and mobile functionality and the level of technology implementation ranging from basic systems to advanced solutions incorporating Augmented Reality, Artificial Intelligence, voice ordering, and predictive analytics. It is important to note that this is not a formal solicitation announcement, no quotes are being requested or accepted at this time, no contract will be awarded from this notice, and no reimbursement will be provided for response costs.
This pre-solicitation notice contains no set-aside designation and does not identify any incumbent contractors or current suppliers. The government documents do not provide an explicit award value or budget range for this potential BPA. However, the scope of the procurement encompasses 69 specific uniform items detailed in the Draft Pricing Sheet, indicating a comprehensive and diverse product requirement. Interested vendors are encouraged to submit feedback and comments regarding the government's proposed approach, particularly concerning the requirement for submitting samples of all 69 uniform items rather than a limited set of eight representative samples. The Request for Information and associated draft documents—including the Statement of Work, Pricing Sheet, Instructions to Quoters, and organizational patch specifications—are available for review to allow potential vendors to assess their capability to meet the Architect of the Capitol's uniform procurement needs.
