About this opportunity
The Architect of the Capitol seeks a single-award commission-plus-fixed-fee contract for comprehensive food and related services across U.S. Senate facilities, with proposals due May 20 at 12:00 pm ET and questions due April 24 at 12:00 pm ET. This is an unrestricted competition (no set-aside). Place of performance is Washington, DC, spanning seven venues: Senate Dining Room and Senate Carryout in the Capitol Building, Dirksen Cafeteria and Coffee Shop in the Dirksen Office Building, a 24/7 convenience store in the Capitol Building, plus vending and catering services across Senate office buildings and U.S. Capitol Police Headquarters.
The Architect of the Capitol is a legislative branch entity not subject to Federal Acquisition Regulations and operates under its own contracting manual. The NAICS code is 722310 (Food Service Contractors) with PSC S203. Performance begins December 31, 2027, following a mobilization and phase-in period, extending through December 30, 2031 (base), with two optional four-year renewal periods and a potential six-month extension through June 30, 2040. Government anticipates award by March 8, 2027.
Contractor must operate a fine dining executive dining room, full-service cafeteria, minimum two convenience stores with 24/7 operations, vending machines, catering services, and grab-and-go programs. All contractor personnel require background security investigations for Capitol Complex access; no clearance level specified. Senate Bean Soup, Senate Bread Pudding, and Poultry Pot Pie must be offered daily at designated locations. The contractor must maintain a modernized Point of Sale system with mobile ordering, cashierless capabilities, and digital menu boards. Approximately 85 full-time and 30 part-time employees are covered under a UNITE HERE Local 23 collective bargaining agreement expiring September 30, 2026; the contractor must use current wage rates as baseline and project reasonable escalations. Key personnel (Executive Chef, General Manager, Assistant General Manager, Catering Director, Senate Dining Room Executive Chef, and Human Resources Manager) must hold degrees or equivalent experience with specified years in progressive upscale food service and culinary management roles.
Contract structure requires the contractor to pay the Architect of the Capitol a monthly commission based on percentage of total gross receipts from all operations, with an optional fixed fee proposed by the contractor. Capital investments are contractor-funded per specified annual schedules. Cancellation ceiling is $250,000. Evaluation uses five factors: operational plans and proposed services, organizational capabilities and personnel plan, past performance (minimum three relevant contracts from the past five years in multi-unit food service in educational, governmental, or commercial settings), oral presentations and site visits, and pricing and financial projections. Factors 1–4 are collectively more important than Factor 5 and use an adjectival scale (Outstanding, Good, Acceptable, Marginal, Unacceptable); offerors scoring below Acceptable on Factors 1, 2, and 4 are eliminated without price evaluation. Proposals must address all seven venues or the entire proposal is non-responsive. A mandatory pre-proposal conference and facility walk-through occurs April 27, limited to two individuals per vendor. All proposals must remain valid for 365 days; offerors must be actively registered in SAM.
