About this opportunity

The Architect of the Capitol seeks consulting services to evaluate its current management capacity and governance structure to support a long-term, multi-billion-dollar capital construction program, with proposals due October 29 at 1700 ET. This is an unrestricted, full and open competition under a Firm-Fixed Price contract, issued as Solicitation No. AOCACB26R0052.

Place of performance is Washington, DC. The Architect of the Capitol is a Legislative Branch entity not subject to the Federal Acquisition Regulations, though this procurement will follow a best-value process consistent with FAR Part 15. All contractor employees must complete E-Verify and Capitol Police background checks prior to work commencement.

The contractor shall complete a comprehensive 184-calendar-day study comprising seven tasks: organizational capacity assessment, policy and institutional framework review, program governance framework development, Program Management Office (PMO) development strategy, staffing and resource planning, program controls and oversight framework, and implementation roadmap spanning 3–5 years. The study targets a capital program valued at $2 billion to $4 billion. Deliverables include eight reports and a Project Management Plan due within seven days of award. Key personnel requirements include a Program Executive with minimum 20 years' construction or project management experience and an advanced degree, and a Program Manager with minimum 15 years' experience and PMP certification. Travel outside the Washington Metropolitan area is authorized with Contracting Officer's Representative approval, anticipated at least six times during the engagement.

Evaluation uses a two-step best-value approach. Step One employs three equally weighted criteria: prime offeror corporate experience and expertise in PMO design or implementation on similar contracts within the past five years; key personnel qualifications demonstrated through resumes; and prime offeror past performance evaluated through client references, CPARS, and government knowledge emphasizing schedule maintenance, cost control, quality, and customer satisfaction. Step One proposals must not exceed 25 pages and are rated using adjectival scales (Outstanding, Good, Acceptable, Marginal, Unacceptable) for corporate experience and key personnel, and confidence ratings (High, Some, Low, or Neutral Confidence) for past performance. Offerors receiving Marginal or Unacceptable ratings on corporate experience or key personnel, or Low Confidence on past performance, are eliminated. Only the most highly qualified Step One offerors advance to Step Two, where evaluation criteria will be provided separately. Price is evaluated in Step Two. The NAICS code is 541611, Administrative Management and General Management Consulting Services. Questions are due October 15 at 1700 ET. An offer guarantee of not less than 20 percent of proposed price is required.
