About this opportunity
The Architect of the Capitol seeks a contractor to operate comprehensive food and related services for the United States Senate across seven venues, with proposals due June 24 at 12:00 noon ET. This is an open-market award under a commission-plus-fixed-fee structure with no set-aside.
Place of performance is Washington, DC, spanning the Capitol Building (Rooms SB-10, S-110, S-112A), Dirksen Office Building (Rooms SDB-R7, SDB-RE), catering services throughout Senate spaces, vending operations, and USCP Headquarters. The contractor operates the Senate Dining Room (fine dining, a la carte service), cafeteria, convenience stores (24/7), carryout facility, coffee shop, catering for 30 event rooms, and 59 vending machines. The contract is rated under Defense Priorities and Allocations System Code 15 CFR 700.
The base term runs December 31, 2027 through December 30, 2031, with two optional four-year renewal periods available (total twelve years through December 30, 2039) plus a discretionary six-month extension to June 30, 2040. The contractor performs 90-day mobilization and phase-in beginning December 31, 2026, assuming full operations December 31, 2027. Service Contract Act prevailing wages apply; the wage determination (effective December 3, 2025) covers 99 occupational categories with rates ranging from $15.11 to $60.66 per hour plus fringe benefits.
Required qualifications include key personnel (General Manager, Executive Chef, Senate Dining Room Executive Chef, Catering Director, Assistant General Manager, Human Resources Manager) with specified experience in upscale multi-unit food service, HACCP certification or ServSafe credentials, and organizational capability to manage multiple venues. The contractor must provide $3 million in liquid, verifiable funding for operations, maintain FDA Food Code compliance, employ ServSafe-certified managerial staff, implement environmental sustainability initiatives including waste diversion, and meet ample technology requirements: point-of-sale system with offline capability, mobile and online ordering, all major payment methods, and AOC-compliant Wi-Fi infrastructure (contractor-owned, non-networked).
Evaluation criteria (Section M, non-price weighted higher than price) rank: Factor 1, Operational Plans and Proposed Services; Factor 2, Organizational Capabilities and Personnel Plan; Factor 3, Past Performance (verified experience in multi-unit food service within educational or governmental institutions within past five years); Factor 4, Oral Presentations and Site Visits; and Factor 5, Pricing and Financial Projections. Offerors scoring below Acceptable on Factors 1, 2, or 4 are ineligible. Proposals not exceeding 75 pages (Volume 1, technical) must be submitted via AOC's Kiteworks secure file transfer; Volume 2 (administrative and financial) includes completed pricing schedules, pro forma income statements, and financial documentation. The AOC reserves right to conduct unannounced site visits and award without discussions. All proposals remain valid 365 days. Questions were due April 30; no Q&A period applies to this amendment. A pre-proposal conference and facility walkthrough occurred April 27. Award anticipated on or before April 7, 2027. NAICS 7223 (Special Food Services); PSC S203 (Housekeeping–Food).
