The architectural conservation firm selected will be responsible for reviewing prior condition assessments, developing treatment solutions, conducting mockups with evaluation criteria, and preparing a comprehensive treatment plan with specifications and cost estimates for ceiling plaster restoration and conservation of decorative finishes including frescos, gilding, and paint. Key qualifications include senior plaster and painting conservators with minimum 20 years of experience, conservators with 10 years' experience, a conservation scientist with 10 years' experience, and conservation technicians with 5 years' experience. Evaluation will use a tradeoff source selection process assessing four non-price factors—Corporate Experience, Technical Approach, Key Personnel, and Past Performance—each rated as Outstanding, Good, Acceptable, Marginal, or Unacceptable, followed by price evaluation to determine best value. Critical deadlines include April 7, 2026 for a non-mandatory site visit, April 8, 2026 at 4:00 PM EDT for submission of questions, and April 20, 2026 at 2:00 PM EDT for proposal submission.

This solicitation carries no set-aside designation and is open to all businesses registered in the System for Award Management (SAM). The contract encompasses a six-month base period with firm fixed-price compensation for the treatment plan development phase, commencing August 17, 2026 through February 16, 2027, with three unpriced or optional line items including a 16-month implementation phase (Option 1), structural engineering services for temporary shoring design if needed (Option 2), and ad hoc conservation services on a time-and-materials basis (Option 3). Offerors must meet extensive security requirements including vehicle inspections, E-Verify employment verification, security background investigations, and fingerprinting, along with insurance requirements of minimum $500,000 general liability and $1,000,000 professional liability coverage. The place of performance is the United States Capitol Building in Washington, D.C., with work to be completed in accordance with OSHA standards, lead and asbestos regulations, and AOC preservation policies. One contract will be awarded to the responsible offeror providing the overall best value to the AOC.
