About this opportunity

The Architect of the Capitol's (AOC) Library Buildings and Grounds (LBG) Jurisdiction has issued a Request for Information (RFI) concerning a cable management solution for their existing in-trench wiring duct system. The RFI focuses on finding an on-floor, under-carpet, ultra-low profile raised floor cable management product to replace an obsolete flatwire system currently used across three Library of Congress facilities: the Thomas Jefferson, John Adams, and James Madison Memorial Buildings. This RFI is strictly for information gathering and does not constitute a commitment to future procurement. The AOC is seeking detailed technical information about potential cable management solutions that can integrate with their existing infrastructure and meet specific performance requirements.

Contractors interested in responding must submit comprehensive white papers in PDF format by January 10, 2025, at 3:00 PM EST to Contract Specialist Jonathan Cornett. The RFI requires submissions to address multiple critical aspects, including code compliance, fire protection, load capacity (supporting 1,200 lb book carts and 2,400 lb maintenance lifts), manufacturing standards, and Buy America Act compliance. Potential respondents must detail how their proposed solutions can manage doorway transitions and integrate with communication lines and Power over Ethernet (POE) systems. While there is no cost for submitting information, the AOC will not reimburse administrative expenses associated with the RFI. Importantly, not responding to this RFI will not disqualify firms from potential future procurement opportunities. Contractors with questions are instructed to submit inquiries by December 13, 2024, at 3:00 PM EST, with the understanding that the government may conduct follow-up discussions but is not obligated to proceed with any specific procurement action.

Notice text

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.  This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.  This request for information does not commit the Government to contract for any supply or service whatsoever.  Further, the AOC is not at this time seeking proposals and will not accept unsolicited proposals.  Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense.  Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

The Library Buildings and Grounds (LBG) Jurisdiction of the Architect of the Capitol (AOC) is seeking an on floor under carpet ultra-low profile raised floor cable management product or system that provides flexibility in terms of accommodating new power requirements for office spaces.  The LBG has an existing in-trench wiring duct system that has old flatwire of two generations that will need to be removed. Power monuments are connected to the wiring system via flat wire under carpet system. The flat wire has been discontinued and there is no available replacement for it.
