About this opportunity
The Architect of the Capitol seeks proposals for food and related services at two U.S. Senate facilities—Russell Senate Office Building and Dirksen Ground & Hart Senate Office Buildings—via RFP AOCSSB26R0009, with proposals due August 14, 2026, at 12:00 Noon ET. This is a competitive, unrestricted procurement resulting in two separate contracts.
Place of performance is Washington, DC. The NAICS code is 7223, Special Food Services, and PSC is S203, Housekeeping–Food. The Architect of the Capitol, a legislative branch entity, is not subject to FAR and uses its negotiated acquisitions process per AOC Contracting Manual Order 34-1, Section 9.1.
Both contracts employ a hybrid Loss Reimbursement (capped at $125,000 annually) plus Commission Above Break Even structure. The base period runs from award through December 31, 2031, with mobilization/phase-in activities through December 31, 2027 (when restaurant operations commence), followed by two optional four-year extension periods and a six-month extension option through June 30, 2040. The AOC anticipates award on or before June 8, 2027.
The Russell contract covers one small dining facility (Room SRB-65) with core operating hours Monday–Friday 7:00 a.m. to 4:00 p.m., year-round. 2025 sales history shows $2,067,603.81 in annual revenue. The Dirksen/Hart contract encompasses three venues: the Inside Scoop 24/7 convenience store (Room SDG-21), the Dirksen Ground Level Cafe (Rooms SDG-20 and SDG-20A), and the Senate Hart Coffee Cart. Dirksen/Hart facilities operate Monday–Friday 8:00 a.m. to 6:00 p.m. when the Senate is in session and 8:00 a.m. to 4:00 p.m. when out of session; Hart Coffee Cart operates 8:00 a.m. to 1:00 p.m. year-round. Dirksen/Hart 2025 sales history shows $340,853.20 in annual revenue.
Both contracts require contractor capital investment of $2 million in liquid, verifiable funding for startup and capital improvements. Contractors must maintain USDA top-grade food quality standards (Choice meats, Grade A poultry, AA dairy, U.S. Fancy produce), achieve 100% menu item availability during operating hours, and provide ServSafe-certified management. All employees require Congressional ID badges and E-Verify verification. Contractors must submit monthly financial statements audited by CPAs and achieve above 90 percent customer satisfaction.
Evaluation uses five factors in descending importance: (1) Operational Plans and Proposed Services, (2) Organizational Capabilities and Personnel Plan, (3) Past Performance, (4) Oral Presentations and Site Visits, and (5) Completed Section B Pricing Schedules and Financial Projections. Offerors must achieve "Acceptable" or above on Factors 1, 2, and 4 to remain eligible for award. Past Performance is evaluated based on verified experience in similar multi-unit food service operations within the past five years. Non-price factors are rated Outstanding, Good, Acceptable, Marginal, or Unacceptable.
Proposals must be submitted via AOC's Kiteworks secure file transfer site in two separate volumes: Volume 1 (Technical, 75 pages maximum for operational and organizational sections, plus unlimited past performance and oral presentation sections) and Volume 2 (Administrative and Financial, no page limit). Proposals must address all three venues for Dirksen/Hart or the single Russell venue; omission renders the entire proposal non-responsive. Questions are due June 16, 2026, at 12:00 Noon ET. A pre-proposal conference and facility walk-through occurred June 9, 2026, limited to two individuals per vendor. Proposals remain valid for 365 days. Late submissions will not be considered; Kiteworks timestamp determines receipt time.
