About this opportunity

The Architect of the Capitol is seeking information from potential contractors regarding maintenance, repair, inspection, and modernization services for elevators, escalators, and accessible lifts across Capitol Hill Campus facilities. This Request for Information (RFI) is a sources sought synopsis issued solely for market research and planning purposes, and does not constitute a formal solicitation or promise of future contract award. Interested contractors must demonstrate the capacity to commence work within 48 hours of task order award, manage multiple simultaneous task orders concurrently, service all AOC jurisdictions rather than limited sectors, and comply with ASME standards (A17.1, A17.2, A17.3), NFPA codes, and Federal Accessibility Standards. The evaluation will assess contractors' technical capabilities, past performance on similar contracts, pricing structure feedback, personnel qualifications, and responsiveness to the government's operational requirements. Responses to the RFI must be submitted electronically to Roman Davydov, Contracting Officer, at roman.davydov@aoc.gov by April 1, 2026, at 5:00 PM EST, with no feedback or evaluation provided to respondents.

This procurement involves no set-aside designation and will be structured as an Indefinite Delivery Indefinite Quantity (IDIQ) contract covering approximately 235 elevators, 46 escalators, and accessible lifts located across 21 Capitol Hill buildings currently serviced by two incumbent contractors: ELCON Enterprises, Inc. (Sector 1) and Quality Elevator Company, Inc. (Sector 2). The contract structure includes a one-year base ordering period with four one-year option periods, requiring five labor categories (Account/Program Manager, Senior Field Engineer/Supervisor, Mechanic/Adjuster, Elevator Construction Mechanic, and Helper) with specified hourly rates to be provided by contractors in the pricing submission. Key facilities include the United States Capitol Building, Rayburn House Office Building, and the Capitol Visitors Center, with specialized ongoing service required for the United States Botanic Garden's three hydraulic elevators under a separate five-year single-contractor arrangement. The preliminary pricing sheet allocates 1,000 hours per labor category for price evaluation purposes, though final contract value has not been disclosed in this sources sought phase.
