About this opportunity
The Architect of the Capitol is inviting current holders of the Department of Energy's Fourth Generation ESPC IDIQ contract to submit expressions of interest by June 2, 2026, at 3:00 p.m. EDT for a potential task order award to conduct an Energy Savings Performance Contract (ESPC) project at the Thurgood Marshall Federal Judiciary Building, One Columbus Circle NE, Washington, DC. This opportunity is restricted to existing DOE Fourth Generation ESPC IDIQ holders only.
The selected ESCO will perform an Investment-Grade Audit and implement energy and water conservation measures at the 1,066,201-square-foot facility, which currently consumes approximately 9.5 million kWh of electricity annually ($1,272,751), 15,194 thousand pounds of district steam annually ($794,623), and 44.2 million kBtu of district chilled water annually ($857,160). Water consumption totaled 5,443.40 hundred cubic feet in 2025 at a cost of $135,193.69. Proposed conservation measures include HVAC system upgrades with premium-efficiency electronically commutated motors and variable air volume controls, LED lighting, solar photovoltaic systems, building recommissioning, and building automation system improvements. The AOC reserves the right to expand scope to additional buildings and may request further analysis and ECM expansion throughout the performance period via task order modification.
The AOC will conduct a two-step selection process using the Selection Based on Qualifications Method. Responses must include a 10-page technical qualifications section, a 10-page management approach section, and past performance references from up to five previous customers. Evaluation is based on three equally weighted factors: technical competencies and experience, management approach, and past performance. The Investment-Grade Audit kickoff is anticipated 5–15 days after Notice of Intent to Award, with IGA deliverables due 6–8 months post-kickoff. Questions are due May 14, 2026, at 3:00 p.m. EDT. Negative responses are requested.

Notice Amendment 1, 22 May 2026
The purpose of this amendment is to publish the Request for Information (RFI) Response document and 2 additional attachments (TMFJB 2025 Water Consumption and Cost and TMFJB ESPC PPQ). All other information and due dates pertaining to this notice remain unchanged.
-------------------------
The Architect of the Capitol (AOC), Supreme Court Buildings & Grounds Jurisdiction is interested in pursuing a potential ESPC project at the Thurgood Marshall Federal Judiciary Building, One Columbus Circle NE, Washington, DC, 20002. The AOC reserves the right to add other buildings to the list of potential candidates for AOC’s ESPC project.
This notice of opportunity invites current holders of the Department of Energy’s (DOE’s) Fourth Generation ESPC indefinite-delivery, indefinite-quantity (IDIQ) contract to submit a written response (an expression of interest) to be considered for contractor selection for this potential task order award.
The scope of any task order (TO) awarded for this project is the buildings and facilities as identified in this notice. While certain energy and water conservation measures (ECMs) will be included at the time of the original TO award, Architect of the Capitol may, at any time during the performance period, request the selected ESCO to do further analysis to determine whether expansion of ECMs included in the original TO or additional ECMs for the identified buildings and facilities are feasible. If deemed viable and desirable, AOC may incorporate the additional ECMs into this project by way of TO modification.
Questions due date: 3:00 p.m. EDT, May 14, 2026
Expression of Interest due date: 3:00 p.m. EDT, June 2, 2026
