About this opportunity

Skytop Lodge, Inc. is requesting sealed bids for construction of sewage treatment plant improvements—an Influent Screening System, Equalization Tank, Chemical Feed System, two Clarifier Tanks, Post Aeration Tank, UV Disinfection System, and associated work—with bids due September 18, 2026 at 10:00 a.m. through PennBid and a pre-bid conference on August 25, 2026 at 10:30 a.m. at the facility in Canadensis, Pennsylvania (Monroe County).

This is a competitive public works construction project subject to Pennsylvania prevailing wage requirements. Bid security of 10 percent (Certified Check or Bid Bond) is mandatory. All questions must be submitted via PennBid; bidding documents are available exclusively at https://pennbid.bonfirehub.com/. The facility remains occupied during construction; contractors must coordinate operations and provide 72 hours' notice for activities affecting owner operations.

The scope is comprehensive—52 drawing sheets detail structural plans, process flow, electrical systems, site plans with erosion and sediment controls, demolition, and hydraulic profiles. Work includes site clearing and grubbing to 12 inches, trenching with compaction, cast-in-place concrete (5,000 psi structural; 4,000 psi interior slabs; 2,500 psi lean), stainless steel pipe and tubing (Type 304L), ductile-iron and PVC gravity and pressure piping, precast concrete structures, stainless steel railings and slide gates (Type 304 per AWWA C541/C542/C561, Whipps or Waterman), fiberglass reinforced plastic metering manhole (60-inch ID with 3-inch Parshall flume), electrical distribution (150 kVA transformer, 80 kW diesel generator, panelboards, motor controls, VFDs, fiber-optic and medium-voltage cabling), SCADA/PLC control systems with operator interface, packaged wastewater equipment (secondary clarifiers 24×12 feet, post-aeration tank 9×3.5 feet), submersible non-clog pumps (eight units, 200–60 gpm), peristaltic metering pumps, process piping insulation, pressure and differential gauges, process control panels, and commissioning verification testing.

Key schedules: secondary clarifiers and post-aeration tanks commissioned by May 21, 2027; substantial completion October 1, 2027; final completion November 1, 2027. Liquidated damages: $1,175/day for delays beyond substantial completion, $585/day for remaining work delays, $500/day for milestone delays. Contract employs unit-price structure with monthly progress payments and 10 percent retainage (reducible to 5 percent at 50 percent completion). Interest accrues at 10 percent annually on unpaid amounts when due.

Critical compliance requirements include Pennsylvania Prevailing Wage Act certification (Form LLC-25 weekly payroll reports), Public Works Employment Verification (E-Verify enrollment required before award), non-collusion affidavit, equal employment opportunity certification, and compliance with Pennsylvania's Underground Utility Line Protection Act (call Pennsylvania One Call System three working days before work). Contractors must submit performance and payment bonds. The engineer is Herbert, Rowland & Grubic, Inc.; geotechnical consulting by Pennoni. Four Standard Penetration Test borings (May 2026) and three Dynamic Cone Penetration tests (July 2026) define subsurface conditions: fill, gravel, sand, and weathered sandstone bedrock with groundwater at 16–25 feet; 48-inch frost depth; allowable bearing capacity 5,000–10,000 psf depending on soil/rock. Site is Seismic Class C.

Water Quality Management Permit (PADEP No. 4574402, Amendment 1, issued February 13, 2026, valid through February 13, 2031) authorizes 0.075 MGD design capacity with 93.2 lbs/day organic loading. Post-Construction Certification required within 30 days of completion with as-built drawings and photographic documentation.
