About this file
This is a technical specification document for excavation work related to the Skytop Lodge Sewage Treatment Plant Improvements Project (Contract 2026-01, Project Number 005153.0436) in Canadensis, Pennsylvania. The excavation section specifies unclassified excavation requirements for paving, roads, parking areas, slabs-on-grade, and site structures associated with the sewage treatment plant upgrades. The work includes removal of all subsurface materials encountered, including soil, fill, shale, rock, hardpan, boulders, and miscellaneous materials, with the contract price covering excavation, handling, reuse, stockpiling, and lawful disposal of excavated materials. The specification requires submission of an excavation protection plan describing sheeting, shoring, and bracing materials with structural calculations, prepared under the direct supervision of a Pennsylvania-licensed Professional Engineer. A pre-bid conference is scheduled for August 25, 2026 at 10:30 AM at the Skytop Lodge STP site, with bid opening set for September 18, 2026 at 10:00 AM via PennBid, and bid security of not less than 10% is required.
The specification prohibits blasting and explosive use, requiring mechanical excavation methods including ripping, hydraulic hammering, drilling, sawing, or splitting for rock removal. All contractors must call the Pennsylvania One Call System at least three working days before beginning work to locate and mark underground utilities. The specification mandates protection of existing structures, utilities, landscaping, and survey control points, with notification required to the Engineer for any unexpected subsurface conditions. Field quality control includes inspection of excavation and controlled fill operations in accordance with applicable codes, with visual inspection of bearing surfaces required before subsequent work installation. The contract documents are available through the PennBid website at https://pennbid.bonfirehub.com/, where all official notifications and addenda will be posted.
