Summary

This is a technical specification document for thrust restraint systems for utility piping, prepared by Herbert, Rowland & Grubic, Inc., for the Skytop Lodge Sewage Treatment Plant Improvements Project in Pennsylvania (Project Number 005153.0436). The specification outlines requirements for tied joint restraint systems to be installed at bends, tees, and directional changes in pressure pipelines as part of a sewage treatment plant upgrade. The project encompasses installation of multiple treatment systems including an influent screening system, equalization tank, chemical feed system, two clarifier tanks, a post-aeration tank, and UV disinfection system. Bids for Contract 2026-01 are due September 18, 2026, at 10:00 AM through PennBid, with a pre-bid conference scheduled for August 25, 2026, at 10:30 AM at the Skytop Lodge STP facility in Canadensis, Pennsylvania. Bid security of not less than 10% in the form of a certified check or bid bond is required.

The specification requires mechanical restrained joints, push-on restrained joints, and restraint harnesses manufactured by approved vendors including US Pipe, American Cast Iron Pipe Co., Griffin Pipe Products, and EBAA Iron, Inc., or approved equals. All restraint devices must meet minimum working pressure requirements with a 2:1 safety factor and comply with AWWA, ASME, and ASTM standards. Installation must follow AWWA C600 standards and manufacturer instructions, with shop drawings, design calculations, and certifications required for submission. The manufacturer and fabricator must have a minimum of three years' documented experience, and design work must be performed by a professional engineer licensed in Pennsylvania. Field measurements must be verified prior to fabrication, and all materials must be inspected upon delivery and stored according to manufacturer requirements.

A. Provide pressure pipeline with restrained joints at each bend, tee, and change in direction.

2.2 RESTRAINED JOINTS

A. Mechanical Restrained Joints: Mechanical joint restraint consisting of follower gland which when actuated imparts multiple wedging action against the pipe, increasing its resistance as the pressure increases. ASTM A 536-80 ductile iron follower gland of dimensions such that it can be used with AWWA C153 mechanical joints. Restraining devices shall be made of ductile iron, heat treated to a minimum hardness of 370 BHN.

Twist-off nuts shall be used to insure proper actuating of the restraint device. Restraint device shall have a 250 psi minimum working pressure with 2:1 minimum safety factor.

Coating for restraint devices shall consist of the following:

1. All wedge assemblies and related parts shall be processed through a phosphate wash, rinse, and drying operation prior to coating application. The coating shall consist of a minimum of two coats of liquid fluoropolymer coating with heat cure to follow each coat.

2. All casting bodies shall be surface pretreated with a phosphate wash, rinse, and sealer before drying. The coating shall be electrostatically applied and heat cured.
