About this file
This is a Temporary Facilities and Controls specification document for the Skytop Lodge Sewage Treatment Plant Improvements Project (Contract 2026-01, Project Number 005153.0436) in Pennsylvania, prepared by Herbert, Rowland & Grubic, Inc. The specification outlines comprehensive requirements for temporary construction facilities and controls that contractors must provide during the sewage treatment plant upgrades project. Key temporary provisions include electricity service, lighting, heating, cooling, ventilation, water service, and sanitary facilities. Construction facilities required include field offices, vehicular access roads, parking areas, progress cleaning and waste removal, and traffic regulation. Temporary controls must address barriers, enclosures, fencing, security, water control, dust control, erosion and sediment control, noise control, pest and rodent control, and pollution control. A pre-bid conference is scheduled for August 25, 2026 at 10:30 a.m. at Skytop Lodge STP in Canadensis, Pennsylvania, and bids are due Friday, September 18, 2026 at 10:00 a.m. via PennBid. The project includes installation of an influent screening system, equalization tank, chemical feed system, two clarifier tanks, post aeration tank, UV disinfection system, and associated work.
The specification requires contractors to coordinate all temporary facility provisions with the Owner and Engineer. The Owner will pay for temporary electricity energy costs and temporary water costs, while contractors must exercise conservation measures and provide all other temporary facilities and controls at their own expense. Contractors are prohibited from using existing buildings for space except as required for work execution and must maintain continuous operations coordination with the Owner. All temporary utilities, equipment, facilities, and materials must be removed before final payment, with underground installations removed to a minimum depth of two feet and sites restored to original condition. Bid security of not less than ten percent is required in the form of a certified check or bid bond. All official notifications, addenda, and bidding documents are available exclusively through the PennBid website.
