About this file
This is a technical specification document for Variable Frequency Drives (VFDs) prepared by Herbert, Rowland & Grubic, Inc. for the Skytop Lodge Sewage Treatment Plant Improvements Project (005153.0436) in Pennsylvania. The specification outlines comprehensive requirements for VFD systems to control submersible pumps across three applications: Equalization Tank Submersible Pumps, Recirculation Pump Station Submersible Pumps, and Secondary Clarifiers Submersible Pumps. Eight 3-horsepower VFD units are specified for installation, with four units requiring 208-volt input at 1800 RPM and distances to motors ranging from 100 to 200 feet. The project includes a pre-bid conference scheduled for August 25, 2026 at 10:30 AM at the Skytop Lodge STP facility in Canadensis, Pennsylvania, with bid opening on September 18, 2026 at 10:00 AM via PennBid. The VFD specification requires manufacturer selection from approved providers including Yaskawa, Square D Altivar 61/71 Series, Danfoss, or equal alternatives. All drives must include harmonic reduction equipment, with input line reactors for units under 20 HP and harmonic filters or mitigation equipment for larger drives, with design calculations submitted demonstrating compliance with IEEE Standard 519.
The specification mandates that all VFDs achieve minimum 95 percent efficiency at rated load, operate with 0.5 percent frequency stability, and function with a maximum 15 percent voltage dip on a 480-volt system to ensure compatibility with the standby emergency generator. Contractors must furnish spare parts including one complete set of fuses per drive and three LED pilot light assemblies, along with a two-year on-site warranty beginning at substantial completion covering all parts and labor for defects in material or workmanship. The contractor is responsible for engaging a qualified manufacturer's service representative to provide preliminary testing for a minimum of two hours, final testing supervision for four hours, and operator instruction for one hour at final acceptance, with an additional one-hour training session during the warranty period at the Owner's request. All VFDs must be housed in enclosures per Division 46 specifications, with dV/dt filters required if specified by the manufacturer and harmonic filters designed to suppress characteristic harmonics (5th, 7th, 11th, 13th) while maintaining power factor between 0.98 lagging and 0.85 leading and meeting Total Harmonic Distortion limits of less than 5 percent at full load and 8 percent at 30 percent load per IEEE Standard 519.
