About this file
This is a technical specification document for aggregate base courses prepared by Herbert, Rowland & Grubic, Inc., for the Skytop Lodge Sewage Treatment Plant Improvements Project (005153.0436) in Pennsylvania. The specification details the installation of aggregate subbase and aggregate base course materials as part of the sewage treatment plant upgrades project. The work includes placement of PennDOT No. 2A Type C and AASHTO No. 57 aggregate materials in compacted layers with a maximum thickness of 6 inches and minimum of 3 inches per layer, along with geotextile fabric installation where required. Field quality control testing is specified at a frequency of one test per 1,000 square yards of each layer, with compaction requirements set at 100 percent maximum density according to ASTM D6938. The pre-bid conference is scheduled for August 25, 2026, at 10:30 AM at the Skytop Lodge STP location in Canadensis, Pennsylvania, with bids due and publicly opened on Friday, September 18, 2026, at 10:00 AM through PennBid.
Bid security in the form of a certified check or bid bond is required at a minimum of 10 percent of the bid amount. All aggregate materials must originate from PennDOT-approved sources, with materials sourced from a single supplier throughout the work. Submittals required include product data for geotextile fabric and herbicide, materials source documentation, manufacturer's certificates, and material slips certifying the amount of materials utilized from the producer in accordance with PennDOT specifications. Laboratory compaction testing will be performed according to ASTM D1557, with field compaction testing conducted per ASTM D2922 and ASTM D3017. Surface tolerances are specified at 1/4 inch variation from flatness measured with a 10-foot straightedge, 1/4 inch variation from thickness, and 1/2 inch variation from elevation. The specification references PennDOT Publications 19 and 408, Pennsylvania Code Chapter 213 for work zone traffic control, and various ASTM and AASHTO standards for materials and testing procedures.
