About this file

This is a Construction Progress Reporting specification document prepared by Herbert, Rowland & Grubic, Inc. for the Skytop Lodge Sewage Treatment Plant Improvements Project (Project Number 005153.0436) located in Canadensis, Pennsylvania. The specification establishes requirements for the construction contractor to submit comprehensive progress reports including daily construction reports at weekly intervals if requested by the Engineer and/or Owner, material location reports on a monthly basis if requested, field condition reports upon discovery of differing site conditions, and special reports at the time of occurrence. Daily construction reports must document subcontractors and separate contractors on-site, personnel by classification, equipment, material deliveries, weather conditions, accidents, meetings, work stoppages and delays, meter readings, change orders, work change directives, clarifications, equipment tests, partial completions, and substantial completion authorizations. Material location reports must provide cumulative lists of delivered and stored materials along with delivery schedules for off-site fabricated items. The pre-bid conference is scheduled for August 25, 2026 at 10:30 AM at the project site, with bid opening on September 18, 2026 at 10:00 AM via PennBid. Bid security must be submitted in the form of a certified check or bid bond in an amount not less than 10%.

The specification does not establish pricing terms, set-asides, or funding information. The contractor must coordinate report preparation with all on-site activities and submit field condition reports with detailed descriptions of differing conditions and recommendations for contract document changes. The contractor is also required to prepare coordination memoranda for all contractors involved, outlining special procedures, required notices, reports, and meeting attendance requirements, with copies provided to the Engineer and Owner. All bidding documents, addenda, and official notifications are available exclusively through the designated PennBid website at https://pennbid.bonfirehub.com/.
