About this file

This file is a Unit Prices section from the contract specifications for the Skytop Lodge Sewage Treatment Plant Improvements Project in Canadensis, Pennsylvania, prepared by Herbert, Rowland & Grubic, Inc. The project encompasses installation of an influent screening system, equalization tank, chemical feed system, two clarifier tanks, a post aeration tank, a UV disinfection system, and associated infrastructure upgrades. The contract utilizes both lump sum and unit price payment structures across 29 line items, including mobilization and project management, temporary bypass pumping systems, erosion and sedimentation control, clearing and grubbing, various treatment system installations, gravity sewer yard piping measured by linear foot, excavation and backfill measured by cubic yard, aggregate backfill measured by ton, concrete installation measured by cubic yard, and access drive paving measured by square yard. Bids were received and publicly opened on September 18, 2026, with a pre-bid conference held on August 25, 2026. Bid security of at least 10% in the form of a certified check or bid bond was required.

The contract establishes specific payment procedures with applications for payment submitted electronically at intervals stipulated in the agreement, incorporating updated construction schedules and substantiating documentation. Payment for mobilization and project management follows a tiered approach: 10% on initial application, 5% on each monthly application, and the remainder when work reaches 75% completion. Most lump sum items are paid based on percentage of work completed, while certain items including manhole installation and sewer line work require testing, CCTV inspection, and passage before 25% payment authorization. The contract specifies measurement standards according to U.S. Bureau of Standards, with scales and metering devices requiring state certification. Unit price adjustments may apply when actual work quantities differ from bid quantities by 25% or greater, and full compensation for unit prices includes all labor, materials, equipment, transportation, overhead, and profit with incidentals furnished without additional compensation.
