About this file
This document is a capability statement from Southwest Siteworks (SWSW) demonstrating experience in remote area civil construction projects relevant to the Arizona Department of Transportation's On-Call Pipelining and Drainage Repair Services contract opportunity. The statement highlights five recent projects completed in 2023 across Arizona, New Mexico, and West Texas, ranging from $50,000 to $2.2 million in value. Projects include the FY 23 Statewide Pipeline Project for ADOT ($1.3 million) involving hydrovac and CMP pipe work across multiple state locations, the Rodeo Ranch Project in remote Pecos, Texas ($1.55 million) featuring civil grading and drainage installation on a 20-acre battery energy storage system, the SCAT Land Clearing and Grading Project on tribal land in Bylas, Arizona ($2.2 million) encompassing 1,200 acres of farm field development, the Buenos Aires 2023 Project in Sasabe, Arizona ($150,000) involving land clearing and water line repair, and the Mt Lemmon Rip Rap Project in Mammoth, Arizona ($50,000) for dirt road stabilization. Each project demonstrates SWSW's capability to execute work in isolated locations with minimal infrastructure and services.
The document emphasizes SWSW's innovative problem-solving and operational resilience in remote environments, including custom equipment fabrication, improvised communications infrastructure, workforce training, material procurement coordination, and security measures. Key challenges addressed across projects include communication limitations resolved through CB radio installation, water availability managed through construction of a four-mile water line, material sourcing for 50,000 tons of base course, labor availability on tribal lands addressed through operator training programs, and equipment security managed with cellular surveillance systems. The portfolio demonstrates SWSW's capacity to manage logistics, schedule adjustments for weather conditions, equipment maintenance in remote locations, and compliance with local hiring requirements, positioning the firm as a qualified contractor for on-call pipelining and drainage repair services in Arizona's remote and rural areas.

Experience in Remote Areas
Southwest Siteworks specializes in civil construction focusing in rural and remote areas across the State of Arizona, New Mexico, and West Texas. SWSW crews are experts in building projects safely and to the highest quality in the most isolated locations. Below is a highlight of recent projects completed in remote areas.
Project Name: FY 23 Statewide Pipeline Project Owner: ADOT Year: 2023 Project Size: $1.3 mil Location: Numerous locations across the state of Arizona
Project Description: Hydrovac and line 10 locations of CMP pipe with HDPW liner and install 550lf of railbank Innovated Approaches: SWSW custom built a pipe trailer that holds all required material install liners as well as build bulkheads.
Lessons Learned: Cellphone service was an issue across all sites. SWSW had issues at first contacting concrete trucks that were on the road. SWSW install a CB radio to allow for communication with trucks and a smoother operation.
Project Challenges: Due to the wet winter, snow and water were an issue while installing pipes in the higher elevation. SWSW adjusted the project schedule to complete all higher elevation pipes in June and utilized trash pumps to dewater work zone.
Project Name: Rodeo Ranch Project Owner: Gridworks Year: 2023 Size: $1.55 mil Location: 45 miles south of the nearest town Pecos, TX
Project Description: SWSW performed the civil grading and drainage installation on a 20 acre BESS. This included grading, rip rap installation, pipe installation, and drainage excavation.
Innovated Approaches: SWSW utilized 36” snaptite pipe to reline an existing CMP in lieu of replacing it.
Lessons Learned: Due to the remoteness of the project, water was unavailable for the project. SWSW built a 4 mile 24” hdpe water line to provide water to the site.
Project Challenges: Material procurement was the biggest challenge for this project. Over 50,000 tons of base course had to be hauled in from over 90 miles away. SWSW was proactive with truck scheduling and coordination resulting in a flawless operation.
Project Name: SCAT land Clearing and Grading Project Owner: San Carlos Apache Farm Year: 2023 Size: $$2.2 Million Location: Bylas, AZ
Project Description: SWSW performed land clearing, grading, and drainage on 1200 acres of new farm fields Innovated Approaches: SWSW custom built attachments to allow for quicker root removal saving two months of schedule.
Lessons Learned: Vandalism was a big issue at the beginning of the project because of the remoteness of the job. SWSW installed cellular security cameras with alarms to constantly monitor the site 24/7.
Project Challenges: Labor was the biggest challenge of the job. Due to being located on tribal land, SWSW was required to hire local labor. There were no available operators so SWSW experienced foreman’s trained local laborers to safely operate heavy equipment.
Project Name: Buenos Aires 2023 Project Owner: US Fish and Wild Life Year: 2023 Size: $150,000 Location: Sasabe, AZ
Project Description: SWSW performed land clearing, water line repair, and rip rap installation.
Innovated Approaches: SWSW utilized existing concrete ruble make rip rap onsite Lessons Learned: based off of the size of concrete waste, SWSW had to utilize a hammer to break pieces into manageable sizes.
Project Challenges: Due to the remoteness of the project, SWSW crews had to plan accordingly each day to ensure enough material, fuel, and equipment repair parts were brought to the project to have no down days.
Project Name: Mt Lemmon Rip Rap Project Owner: USFS Year: 2023 Size: $50,000 Location: Mammoth, AZ
Project Description: Installation of Rip Rap along existing dirt road Innovated Approaches: N/A Lessons Learned: N/A Project Challenges: Due to the remoteness of the project, SWSW crews had to utilize CB radios to communicate with trucks and install a repeater.
