About this file
This evaluation document pertains to the Arizona Department of Transportation's (ADOT) solicitation BPM005628 for On-Call Pipelining and Drainage Repair Services. The Department sought services including pipelining installation, drainage excavation, hydrovac services, jetting, drilling, and related repair work to be performed at multiple locations throughout Arizona. Electronic notification of the solicitation was sent to 232 prospective suppliers on September 12, 2023, with a pre-offer conference held on September 20, 2023. Five solicitation amendments were issued between September 14 and October 10, 2023, extending the due date and revising requirements. Two responses were received and opened on October 19, 2023: Granite Construction Company and Southwest Siteworks LLC. The contract is structured as a multi-term on-call agreement with an anticipated five-year term including four one-year renewal periods with maximum price increase allowances of 5%, 10%, 15%, and 20% respectively.
The evaluation committee, comprising Jon Fell, Michael Culp, and Thomas Eckler Jr., scored proposals based on methodology approach (40%), qualifications and experience (30%), capacity (20%), and price (10%). Granite Construction Company received an initial evaluation score of 82.80 and a best and final offer (BAFO) score of 84.80, while Southwest Siteworks LLC scored 65.90 initially and 74.50 on BAFO. Following negotiations conducted in November and December 2023, the evaluation committee recommended a multiple award to both companies to ensure adequate statewide capacity for simultaneous service delivery. The Department anticipated annual costs of approximately $1.2 million based on FY 2023 spending, with pricing structured as not-to-exceed unit rates across seven geographic districts including mobilization charges. Granite Construction Company demonstrated superior scores through extensive remote area experience, larger operational capacity with 360 personnel and 200 pieces of equipment, and established relationships with ADOT dating to 2016, while Southwest Siteworks LLC, though newer with only three years of operations, was deemed capable of supplementing service coverage with five dedicated crews and competitive pricing in select categories.
