About this file
This is a Method of Approach document for the Arizona Department of Transportation (ADOT) On-Call Pipelining and Drainage Repair Services contract (BPM005628). The document outlines the offeror's process for executing drainage excavation projects from initiation through completion. Upon receipt of a task order, the Project Manager will conduct a field meeting with the ADOT representative to identify the scope of work, access requirements, water source and dump site locations, traffic control needs, and potential utility obstructions. Following the site visit, a detailed cost estimate and schedule will be prepared. Upon notice to proceed, the Superintendent will coordinate crew and equipment dispatch, which typically includes foremen, grade checkers, laborers, equipment operators, truck drivers, and various machinery such as excavators, compactors, loaders, backhoes, and dozers. The primary work scope involves utility identification through Arizona 811 tickets and hand-locating utilities within two feet of construction areas, clearing and grubbing limited to necessary vegetation, establishing site access within the ADOT right-of-way, excavation and embankment work using existing materials or hauled fill as needed, and compaction using water trucks and vibratory compactors.
The document specifies that site restoration will be completed to match surrounding conditions, excluding seeding and re-vegetation. The approach emphasizes that drainage repair scope and methodology vary significantly by location, necessitating individualized field assessments and project planning. No specific pricing terms, contract duration, renewal options, or funding amounts are detailed in this method of approach document, as it functions primarily as a technical narrative describing the contractor's operational procedures and project execution strategy for drainage excavation tasks under the on-call contract structure.

METHOD OF APPROACH
ADOT Procurement - On-Call Pipelining and Drainage Repair Services (BPM005628)
The Offeror shall provide a brief narrative on the entire process of a drainage excavation project from start to finish.
Notice of Task Order Upon notice of a task order, Danny Hoback, Project Manager, will setup a field meeting to review the scope of work onsite with the ADOT representative. It is imperative that a field meeting is conducted as the scope of work for drainage excavation varies drastically from location to location. At the site visit Danny will work with the district to:
• Identify the limits of the scope of work.
• Identify access requirements and restrictions.
• Identify the location of water source and dump sites.
• Determine the appropriate traffic control requirements for the work.
• Identify existing utilities or other potential obstructions.
Upon completion of the site visit, Danny will produce a detailed cost estimate and schedule for the individual scope of work.
Notice to Proceed:
Once a notice to proceed is received, Danny will coordinate with Rafel Frisby, Superintendent, to dispatch crews and equipment. The crew size and pieces of equipment will be dependent on the individual location, but will generally include a combination of, Foremen with pickup, Grade checker, Laborers, Equipment Operators, Truck Drivers, Pickups, Excavators, Compactor, Loaders, Backhoe, skid steer, dozer, Telehandler with bucket, Equipment Transport trucks and trailers.
In general, most drainage repairs are completed with excavation, embankment, and grading. The process for this type of drainage excavation will include:
Identify Existing Utilities - Granite will establish an Arizona 811 ticket for each project location prior to construction. Upon utility marking, Granite will identify and locate utilities by hand within 2FT of proposed construction.
Clearing and Grubbing - Granite will clear only the brush and trees necessary to perform its work. Brush and trees that require removal will be scattered at the project site in a manner that blends with existing conditions or habitat or if required can be chipped or hauled to a disposal site. This work will be completed with a backhoe, loader, and water truck.
Site Access - Granite will establish access to the drainage excavation within the ADOT ROW and impacting the least amount of area as possible. This will be done with a backhoe, water truck, and loader.
Excavation, Embankment, Grading - In most instances the drainage repairs will be completed solely with excavation, embankment, and grading. In these locations where excavation or embankment are required, Granite will excavate or grade existing materials in ROW to fill in eroded areas. If locations do not have enough existing material, Granite will haul embankment material as needed. Excavation, embankment, grading may be done by excavator, loader, backhoe, or combination of these depending on the locations need. Compaction will be achieved by moistening the embankment utilizing a 3600-gallon water truck and compacting by vibratory compactor or compaction wheel attached to excavator.
Cleanup Granite will restore the locations it creates disturbance to. Will restore to similar surrounding conditions except for seeding and re-vegetation.
