About this file

This document is an equipment write-up and capacity narrative submitted by Granite Construction in response to the Arizona Department of Transportation's (ADOT) solicitation for On-Call Pipelining and Drainage Repair Services (BPM005628). The submission demonstrates the offeror's capacity to service multiple concurrent jobs across various locations throughout Arizona. Granite commits to dedicating as many crews and equipment units as necessary to meet ADOT's service and quality expectations, leveraging their established presence with multiple active projects statewide, flexible workforce capabilities including extended and off-peak hour operations, and strong relationships with qualified subcontractors and suppliers. The company indicates capacity to rapidly mobilize crews and equipment to remote locations and reallocate resources across project sites as needed without adverse schedule impacts.

Granite's resource allocation includes over 360 craft personnel, 429 pieces of heavy equipment, and 100 salary management and support staff operating within Arizona, organized into over 20 separate crews qualified to perform contract work. The equipment list submitted identifies owned assets including pickup trucks, flatbed trucks, semi-tractors, water trucks, mechanic trucks, sweepers, grout pumps, loaders, excavators, compactors, wheel loaders, bulldozers, skid steer loaders, and telehandlers, with quantities ranging from one to eight units per equipment type. Additional equipment is available through rental agreements with national equipment rental companies and subcontractor relationships, ensuring capability to simultaneously service multiple sites. The company emphasizes that the submitted equipment list is not all-encompassing and represents only a portion of available resources accessible through Granite's national operations and established vendor relationships.

CAPACITY

ADOT Procurement - On-Call Pipelining and Drainage Repair Services (BPM005628)

Provide a narrative demonstrating the offeror’s approach to assuring their capacity to service multiple jobs in several different areas. How many units of equipment will be dedicated to the contract? Do you have the capabilities to handle multiple site task orders?

We are committed to delivering quality work in a timely manner under this master agreement. That commitment will not waiver over time or when we pick up outside work; the Department is a priority for us. We have demonstrated this commitment on prior Pipeline agreements by adding crews and utilizing qualified subcontractors when necessary to serve the Department’s needs. We will dedicate as many crews and as much equipment to the contract as needed to provide the service and quality the Department expects and deserves.

Granite has several projects active throughout Arizona on any given day with crews and equipment capable of performing the work required within the contract. Our local, daily presence allows us to provide the right equipment and manpower to efficiently respond to ADOT’s urgent needs. Additionally, our workforce is accustomed to working extended schedules, off-peak hours, and weekends. This gives our operation maximum flexibility to service this project. When an urgent matter arises, we can reallocate materials, equipment, and manpower without suffering adverse schedule implications on this or other projects.

To respond to multiple projects with varied locations and site conditions, we not only rely on our in-house capabilities, but also our strong relationships with trusted subcontractors and suppliers. We are accustomed to working in remote locations of the state and we are prepared to quickly mobilize our crews and equipment if the need arises. In the event a singular piece of equipment is required on multiple project worksites at the same time; Granite will assess the situation and determine the best course of action.

Granite has over 360 craft personnel, 429 pieces of heavy equipment, and 100 salary management and support staff within Arizona. We have over 20 separate crews proficient at performing the work covered by this contract. These resources give us the capacity to service multiple jobs throughout the state, at the same time.

The equipment list submitted with our proposal is not an all-encompassing list. As a national company, Granite has internal and external resources that can be relied upon to perform work simultaneously at multiple sites.

Whether it be obtaining equipment from another Granite location, utilizing our Master rental agreements with national equipment rental companies, or calling upon one of our long-standing relationships with subcontractors and suppliers in Arizona, Granite will have the equipment to complete the task order.
