COST PROPOSAL FOR TASK DC040B

<Magic Cleaners/FDEP #ERIC_4986>

<Groundwater Sampling>

1. INTRODUCTION: <DISCUSS SCOPE OF WORK, DATES >

GHD completed operations of a Soil Vapor Extraction (SVE) system and groundwater assessment at the former Magic Cleaners site located in Orlando, Orange County. Although the final soil vapor results and initial groundwater data suggested that the site may have been remediated to acceptable levels, groundwater concentration increases were noted at 2 monitoring wells (MW004 and MW005) in June 2016. Following initial detection and confirmation sampling, supplemental assessment activities were conducted. Most recently, GHD completed additional assessment and additional groundwater monitoring. Based on the most recent results (June 2023) additional annual groundwater monitoring was recommended and approved by the FDEP. This subtask includes annual groundwater sampling per GHD’s recommendations and Department approval.

Subtask 1: Project Management Subtask 1 includes all activities associated with Project Management of the proposed groundwater monitoring.

Subtask 2: Groundwater Monitoring & Well Replacement As recommended in GHD’s groundwater monitoring report dated July 18, 2023, well replacement is recommended. Specifically, prior to the next sampling event, monitoring well MW004 will be replaced because it appears to have been destroyed. The replacement monitoring well will be installed to a total depth of 35 ft bls and will be constructed with 10 feet of 1-inch diameter PVC prepack well screen and blank casing. The well will be finished at land surface inside a boltdown manhole.

Following well installation, groundwater sampling will be conducted at shallow monitor wells MW004, MW006, MW008, MW013, MW018, MW020, MW021, MW022, MW024, and MW025, and intermediate wells MW009 and MW019. Prior to groundwater sampling, depth to water measurement will be gathered from all site wells. Groundwater sampling will be conducted in general accordance with FDEP SOPs. Groundwater samples will be submitted for fixed laboratory analysis by EPA Method 8260 for the presence of VOHs.

Upon receipt of analytical data from the laboratory, a summary report will be prepared. The summary report will include a detail of field sampling methods, field screening results, and laboratory data. The summary will also include recommendations based on the results.

Subtask 3: PFAS Sampling As part of Subtask 3, GHD will complete recommendations in accordance with GHD recommendations provided on November 15, 2023. PFAS sampling will be completed at all site monitoring wells. As twelve wells will be sampled as part of subtask 2, the remaining wells (MW001, 2, 3, 4, 7, 10, 11, 12, 14, 15, 16, 17, and 23) will be sampled as part of subtask 3.

All PFAS sampling will be conducted in accordance with FDEP SOPs and GHD’s PFAS specific SOPs. The PFAS samples will be analyzed at the FDEP laboratory in Tallahassee.

Upon receipt, GHD will prepare a PFAS summary email with additional recommendations for PFAS testing.
