Assessment
GHD Services, Inc. (GHD) will conduct soil sampling, membrane interface probe (MIP) sampling, and groundwater sampling at the Michael the Cleaner site. Specific subtasks are detailed below:
Subtask 1: Project Management Project management is calculated at 13% of direct labor costs.
Subtask 2: Remedial Assessment GHD personnel will mobilize to the site and complete soil sampling at two (2) locations.
Soil borings will be advanced with a stainless steel hand auger and soil samples will be field-screened with an OVA. Soil samples will be gathered from 0-0.5, 0.5- 2, and 2-3 ft bls at all soil boring locations for laboratory analysis. Soil samples will be submitted to a fixed laboratory for analysis for the presence of VOHs by EPA Method 8260. In addition, GHD will complete a series of membrane interface probe (MIP) borings in the vicinity of the former drycleaner and to the southwest. The MIP borings are intended to profile the highly concentrated areas of the site to aid in remedial planning. For this task, two days of MIP are anticipated using a direct-push drill rig. During mobilization of the direct-push equipment, a downgradient delineation intermediate depth well will be installed. Prior to installation, GHD will pursue access at an off-site parcel. The well will be installed to an approximate depth of 22 ft bls, depending on depth to refusal, and will be constructed with 5- feet of 1-inch diameter prepack screen and blank casing to land surface. The well will be finished inside a steel manhole. The top-of-casing elevation will be surveyed relative to existing wells following installation.
GHD will also conduct groundwater sampling. Prior to sampling, depth to water will be gathered at all site wells (18 total). Following depth to water measurements, GHD personnel will sample monitor wells MW006, MW008, MW010, MW011, MW012, MW013, MW015, and the newly installed well. Groundwater sampling will be conducted in general accordance with DEP Standard Operating Procedures. Groundwater samples will be analyzed for VOHs by EPA Method 8260. Following receipt of analytical results, GHD will prepare Remedial Assessment Report (RAR). The RAR will include a summary of the well installation, MIP testing, soil sampling, and groundwater sampling. The RAR will also include recommendations regarding source removal and additional testing.
Subtask 3: Remedial Alternative Evaluation GHD will schedule an initial remedial alternative evaluation (RAE) meeting with DEP following execution of Task Assignment DC005B. During the meeting, various remedial technologies will be discussed and the path forward for the RAE will be developed. GHD will evaluate historical and recent analytical data in order to complete the RAE summary table. The RAE will focus on soil and groundwater remedies. Following completion of the summary table, GHD will complete a RAE document in general accordance with DEP requirements. The RAE will include a summary table listing various technologies for soil and groundwater cleanup. The RAE will also include a final recommendation for remedial activities at the site.
Subcontractors for drilling and investigation derived waste (IDW) disposal were chosen on a lowest-cost basis.
GHD and the DEP confirmed on December 5, 2022, that an Access Agreement with the current real property owner of the aforementioned site has been executed.
Documentation of the costs is included in the attached CEF, Level-of-Effort sheets, and proposal letter. The final deliverable due date is March 24, 2023, and the completion date for the task assignment is June 23, 2023.
The final cost total for Task Assignment DC005B is $34,164.25.

COST PROPOSAL FOR TASK DC005B
<Michael the Cleaner / FDEP ERIC_5426>
< Assessment and RAE >
1. INTRODUCTION: <DISCUSS SCOPE OF WORK, DATES >
GHD Services Inc. (GHD) previously completed assessment at the former Michael the Cleaner site located in Sarasota, Sarasota County, and a Site Assessment Report (SAR) was submitted in April 2021 with a Supplemental SAR submitted in August 2022. The assessment identified impacted groundwater and soil beneath the site. In anticipation of potential source removal, remedial assessment was recommended along with completion of a Remedial Alternative Evaluation (RAE). Task DC005B includes remedial assessment and a RAE.
Subtask 1: Project Management Subtask 1 includes all tasks associated with project management of the remedial assessment and RAE at the former Michael the Cleaner site.
Subtask 2: Remedial Assessment Initially, GHD will coordinate site access with the current property owner. GHD personnel will mobilize to the site and complete soil sampling at two (2) locations. The soil sampling will involve the advancement of soil borings to the southwest of the former drycleaner facility (see attached sampling plan).
As part of the remedial assessment, GHD will complete a series of membrane interface probe (MIP) borings in the vicinity of the former drycleaner and to the southwest. The MIP borings are intended to profile the highly concentrated areas of the site to aid in remedial planning.
For this task, two days of MIP are anticipated using a direct-push drill rig. The initial MIP borings along with contingency locations (if time is available) are depicted in the sampling plan.
During mobilization of the direct-push equipment, a downgradient delineation intermediate depth well will be installed. The well will be installed to the southwest of the site. Prior to installation, GHD will pursue access at an off-site parcel. The well will be installed to an approximate depth of 22 ft bls, depending on depth to refusal, and will be constructed with 5-feet of 1-inch diameter prepack screen and blank casing to land surface. The well will be finished inside a steel manhole. The top-of-casing elevation will be surveyed relative to existing wells following installation.
As part of Task DC005B, GHD will also conduct groundwater sampling. Prior to sampling, depth to water will be gathered at all site wells (18 total). Following depth to water measurements, GHD personnel will sample monitor wells MW006, MW008, MW010, MW011, MW012, MW013, MW015, and the newly installed well. Groundwater sampling will be conducted in general accordance with FDEP Standard Operating Procedures.

This proposal includes the following scope of work:
Objective:
• Delineate contaminant mass distribution in source area in both coarse and fine-grained soils.
Overview: Mobilize/demobilize one 7822 (or similar DPT rig) with an operator and one Membrane Interface Probe – Hydraulic Profiling Tool system with a trained technician to the project site in Sarasota, Florida.
Scope: Advance MiHPT investigation borings at up to 10 locations, attempting target depths of up to 25 feet bgs or refusal.
Installation of one monitor well with flush mount (1-inch diameter, screened from 17-22 ft bls)
Schedule: Cascade estimates that the MIHPT work will require two (2) 10-hr days to complete. Contingencies for field conditions such as complicated or difficult geologic conditions, inclement weather, and complications due to site logistics e.g., access and mobility, are not included in this productivity estimate and may increase the total number of days required to complete the scope of work.
Reporting - Standard Deliverables: Data deliverables for the MIHPT services include logs in PDF format of data at each of the locations, including
• Electrical Conductivity to determine soil grain size.
• Electron Capture Detector (ECD) for detection of PCE and TCE.
• Photoionization Detector (PID) for double bonded compounds.
• Flame Ionization Detector (FID) for combustible compounds.
• HPT pressure used to calculate estimate hydraulic conductivity.
• HPT flow rate used to calculate estimate hydraulic conductivity.
• Estimated hydraulic conductivity (K).
In addition to the PDF investigation logs, the raw data files will be transferred to the client electronically and can be viewed and edited using Geoprobe’s DI Viewer software.
Reporting: A written summary of field activities, data collected, quality assurance / quality control (QA/QC) results, and any deviations from the Standard Operating Procedure will be provided in a final report following the completion of the project.
Deliverables:
• Cascade’s Standard Reporting
• Cascade’s Standard Data Visualization Package: Is described in the attachments to this proposal. For a flat fee, Cascade will build a three-dimensional model of the data collected during this mobilization and assist your project team in understanding the results and preparing visual aids for your reporting and presentation needs.
