COST PROPOSAL FOR TASK DC005E

<Michael the Cleaner / FDEP ERIC_5426>

< Well Installation and Groundwater Monitoring >

1. INTRODUCTION: <DISCUSS SCOPE OF WORK, DATES >

GHD Services Inc. (GHD) previously completed assessment and source removal at the former Michael the Cleaner site located in Sarasota, Sarasota County. The source removal activities were completed in accordance with the FDEP-approved Interim Source Removal Plan (ISRP).

The ISRP proposed periodic groundwater monitoring following source removal. Task DC005E includes well installation and groundwater sampling.

Subtask 1: Project Management Subtask 1 includes all tasks associated with project management of well installation and performance groundwater monitoring at the former Michael the Cleaner site.

Subtask 2: Well Installation and Sampling Initially, GHD will coordinate site access with the current property owner and contract with the selected driller. GHD will then oversee the installation of replacement wells MW006, MW011, and MW012. GHD will also oversee the installation of three (3) additional shallow/intermediate well clusters at the locations shown in Figure 14 of the ISRP. The shallow/intermediate wells will be installed using direct push technologies to depths of 12 and 21 feet, respectively. The deep well will be installed using roto sonic drilling techniques to a depth of 70 feet bls.

Following installation, groundwater sampling will be conducted. Prior to sampling, depth to water will be gathered at all site wells (23 total). Following depth to water measurements, GHD personnel will sample monitor wells MW006R, MW008, MW010, MW011R, MW012R, MW013, MW015, and the six new wells (MW018 through MW023). Groundwater sampling will be conducted in general accordance with FDEP Standard Operating Procedures. All groundwater samples will be analyzed for VOHs by EPA Method 8260. The samples from monitoring wells MW006R and MW011R will also be analyzed for the presence of total recoverable petroleum hydrocarbons (TRPH).

Following receipt of analytical results, GHD will prepare a Groundwater Monitoring Report (GWMR) detailing well installation, sampling, and analytical results. The GWMR will include recommendations for additional testing and/or remedial activities.

Subtask 3: Groundwater Sampling (Q2) As indicated in the approved ISRP, quarterly TRPH monitoring is proposed. During subsequent quarters, GHD personnel will sample monitoring wells MW006R and MW011R for TRPH analysis. Groundwater sampling will be conducted in general accordance with FDEP Standard Operating Procedures. All groundwater samples will be analyzed for TRPH.

Upon receipt of analytical data, a brief summary letter will be prepared and submitted to the FDEP. The letter will present the sampling results for TRPH.

Subtask 3: Groundwater Sampling (Q3) As indicated in the approved ISRP, quarterly TRPH monitoring is proposed.

Re: Non-Hazardous Drum Disposal – State of Florida

Mr. Moore:

The price for the transportation and disposal (T&D) of drums of non-hazardous soil and water located in the State of Florida is listed below.

Non-Hazardous Drums:

Description Rate Unit False Mobilization (No drum found) $ 85.00 Per Stop T&D - Non-Haz Soil $ 110.00 Per Drum T&D - Non-Haz Water $ 125.00 Per Drum

The prices listed are all inclusive without any additional fees or charges (fuel surcharge, low volume stop fee etc.) and are valid for all regions in the State of Florida except for the Florida Keys. Pricing for sites located in the Florida Keys will be bid on a case-by-case basis dependent on the volume of drums and the location.

The lab data we require for the disposal of drums of petroleum impacted soils are totals for BTEX and the 4 RCRA metals (arsenic, cadmium, chromium, and lead), with analyses no older than 1 year from the estimated disposal date.

We do not require analyticals for the disposal of Petroleum Contact Water (PCW) as long as it has only been impacted with petroleum - not pesticides, herbicides or dry-cleaning solvents etc.

Please ensure that all drum lids are properly secured and that drums are on a level surface like the surrounding area (i.e., not on a pallet, etc.). A single False Mobilization fee will apply if our driver is not able to locate a drum on site or if we are unable to access the property due to a locked gate, etc.

This quote is valid for 90 days.

Be aware of the low stop less than 6 drums at $50/flat Be aware of the 10% to the total cost for FSC (implemented April 15).
