This Task Assignment (TA) is intended for conducting Site Investigation activities at the Former Applied Electronic Technology property. The services are being conducted using federal funds from the CERCLA Site Screening Program (CSS) cooperative agreement that is administered by DEP on behalf of EPA.
Subtask 1 Project Management This subtask is a percentage of the overall project and has been negotiated as a contract rate. It includes project management, overhead, general and administrative, and fringe costs. The cost of this subtask is $1087.39.
Subtask 2: Site Specific QAPP In accordance with an EPA directive, this subtask includes the completion of a Work Plan/Quality Assurance Project Plan (QAPP). The QAPP will include details regarding the site background, objectives of the site screening, a sampling plan detailing locations and rationale for testing, laboratory analytical methods, field methods to be utilized, and the approach to data validation and use. The QAPP will be submitted to the Department for review prior to initiating field activities. The agreed upon cost of this subtask is $3099.56.
Subtask 3: Site Screening In accordance with an EPA directive, this subtask includes the completion of site screening activities. GHD will advance a series of borings to determine lithology, collect soil samples, and install temporary monitor wells. At this time, a total of five (5) borings are proposed. The borings will be advanced with a direct-push (DP) drill rig or a hand auger. Each boring will be advanced and soil samples collected at one foot intervals to the water table for field screening with an organic vapor analyzer (OVA). At each location, soil samples will be gathered from depths of land surface to 2 feet below land surface (bls) and 2-4 feet bls for confirmation laboratory analysis.
The samples will be submitted to the FDEP analytical laboratory in Tallahassee for analysis. The samples will be analyzed for the presence of volatile organics (VOCs) by EPA Method 8260, polycyclic aromatic hydrocarbons (PAHs) by EPA Method 8270-SIM, hexavalent chromium by http://www.floridadep.gov/ www.FloridaDEP.gov

Each soil boring will be advanced into the underlying groundwater following soils sampling. The borings will be advanced to approximately 15 feet bls (using the DP equipment) or as deep as possible using a hand auger. Upon completion of the borings, temporary monitor wells will be installed. The temporary wells will be constructed with 5 or 10 foot lengths of 0.010-slot PVC slotted well screens and casing blank. The screen intervals will be installed to straddle the water table (estimated at 5 feet bls). The agreed upon cost of this subtask is $11,176.45.
Summary DEP’s CSS Project Manager and WSP’s Project Manager have both agreed to the scope of work and associated costs. The final cost associated with this TA is $15,363.40. Documentation of these costs is included in the Level of Effort/Cost Proposal (LOE-CP) Form and LOE-CP letter provided by GHD on January 3, 2023, as well as the Task Assignment Form for CSS-01A prepared by DEP. COST PROPOSAL FOR TASK CS001A
<Applied Electronic Technologies Site/FDEP ERIC_9110>
< Site Screening >
1. INTRODUCTION: <DISCUSS SCOPE OF WORK, DATES >
GHD Services Inc. (GHD) is pleased to submit this proposal for site screening activities at the referenced site located in Eatonville, Orange County. We understand that a site screening has been recommended for the referenced site based on previous observations and past site uses.
A detail of our proposed scope of work is included below.
Subtask 1: Project Management Subtask 1 includes all tasks associated with project management of the site screening activities for the Applied Electronic Technologies Site.
Subtask 2: Site-Specific Quality Assurance Project Plan The initial step in the site screening process will be the development of a site-specific quality assurance project plan (QAPP). The QAPP will include details regarding the site background, objectives of the site screening, a sampling plan detailing locations and rationale for testing, laboratory analytical methods, field methods to be utilized, and the approach to data validation and use. The QAPP will be submitted to the Department for review prior to initiating field activities.
Subtask 3: Site Screening In accordance with our teleconference and the agreed upon scope of work, GHD will advance a series of borings to determine lithology, collect soil samples, and install temporary monitor wells. The samples will be analyzed for the presence of volatile organics (VOCs) by EPA Method 8260, polycyclic aromatic hydrocarbons (PAHs) by EPA Method 8270-SIM, hexavalent chromium by Method 7195, the 8 RCRA metals by Method 6010/6020/7470, and PFAS by EPA Method 537 (or equivalent).
Following installation, the temporary wells will be sampled in general accordance with FDEP Standard Operating Procedures. The groundwater samples will be submitted to the FDEP laboratory in Tallahassee for analysis for the presence of VOCs by EPA Method 8260, PAHs by EPA Method 8270 SIM, hexavalent chromium by Method 7195, the 8 RCRA metals by Method 6010/6020/7470, and PFAS by EPA Method 537 (or equivalent). Following sampling, each of the temporary wells will be removed and the boreholes abandoned with neat cement grout.
Following receipt of analytical data, GHD will prepare summary tables and figures presenting a summary of the field and laboratory analytical results. The summary tables and figures will be provided to the FDEP along with all field notes and laboratory analytical repots.
