About this file

This document package comprises a Task Assignment (TA) executed between the State of Florida Department of Environmental Protection (FDEP) and GHD Services, Inc., a private environmental consulting firm. The task assignment is issued under Contract Number HW684 and represents a specific work order within an indefinite delivery vehicle contract structure. The primary parties are FDEP, represented by Project Manager Nicole Knutson, and GHD Services, Inc., represented by Project Manager Brian Moore. The work location is Boston Man Cleaners, located at 6081 W Sunrise Boulevard in Plantation, Broward County, Florida, with Project Number ERIC_4086.

Task Assignment DC018B authorizes GHD to perform annual groundwater monitoring activities at the Boston Man Cleaners site, a dry-cleaning facility undergoing remediation following soil vapor extraction operations completed in 2008. The scope encompasses two subtasks: Project Management and Groundwater Monitoring, including depth-to-water measurements at 18 monitoring wells, groundwater sampling from five wells, and analysis for volatile organic hydrocarbons via EPA Method 8260. The total task value is $6,089.90 on a fixed unit rate basis, with the final deliverable—a Groundwater Monitoring Report—due January 2, 2024, and task completion by March 4, 2024. Payment is contingent upon FDEP approval of the groundwater monitoring report and its supporting subtasks. The cost estimate breaks down into labor ($4,364.18), travel ($120.00), laboratory analysis ($423.50), field equipment and expendables ($608.30), subcontractor costs for Industrially Derived Waste disposal managed by Erwin Remediation ($137.50), and a completion fee ($436.42). No additional funding information or special conditions are documented.

COST PROPOSAL FOR TASK DC018B

Boston Man Cleaners, 069500621

Groundwater Monitoring (Annual)

1. INTRODUCTION: <DISCUSS SCOPE OF WORK, DATES >

GHD completed active remediation at the Boston Man Cleaners site in 2008. Active remediation included the operation of a Soil Vapor Extraction (SVE) system. Groundwater monitoring has been conducted following active remediation. The first year of groundwater monitoring was completed in April 2009. Task DC018B includes annual groundwater monitoring in accordance with GHD recommendations and FDEP correspondence dated October 7, 2022.

Subtask 1: Project Management Subtask 1 includes all activities associated with completion of groundwater sampling and reporting for the Boston Man Cleaners site.

Subtask 2: Groundwater Monitoring

Task DC018B includes annual groundwater monitoring in accordance with GHD recommendations and Department approval. Annual groundwater monitoring will be conducted at monitoring wells MW001, MW010, MW015, MW016, and MW018. Prior to sampling, depth to water measurements will be gathered from all available site monitor wells (18 total). Groundwater sampling will be conducted in general accordance with FDEP Standard Operating Procedures. Groundwater samples will be analyzed for the presence of volatile organic hydrocarbons by EPA Method 8260.

Re: Non-Hazardous Drum Disposal – State of Florida

Mr. Moore:

The price for the transportation and disposal (T&D) of drums of non-hazardous soil and water located in the State of Florida is listed below.

Non-Hazardous Drums:

Description Rate Unit

False Mobilization (No drum found) $ 85.00 Per Stop

T&D - Non-Haz Soil $ 110.00 Per Drum

T&D - Non-Haz Water $ 125.00 Per Drum

The prices listed are all inclusive without any additional fees or charges (fuel surcharge, low volume stop fee etc.) and are valid for all regions in the State of Florida except for the Florida Keys. Pricing for sites located in the Florida Keys will be bid on a case-by-case basis dependent on the volume of drums and the location.

The lab data we require for the disposal of drums of petroleum impacted soils are totals for BTEX and the 4 RCRA metals (arsenic, cadmium, chromium, and lead), with analyses no older than 1 year from the estimated disposal date.

We do not require analyticals for the disposal of Petroleum Contact Water (PCW) as long as it has only been impacted with petroleum - not pesticides, herbicides or dry-cleaning solvents etc.

Please ensure that all drum lids are properly secured and that drums are on a level surface like the surrounding area (i.e., not on a pallet, etc.). A single False Mobilization fee will apply if our driver is not able to locate a drum on site or if we are unable to access the property due to a locked gate, etc.

This quote is valid for 90 days.

Here you go Brian. I do this for a lot of engineering/consulting firms.

Be aware of the low stop less than 6 drums at $50/flat Be aware of the 10% to the total cost for FSC (implemented April 15).
