COST PROPOSAL FOR TASK DC017D

Terrace Cleaners, ERIC_4728

Groundwater Monitoring

1. INTRODUCTION:

Although site redevelopment activities began several years ago, during the past seven years, site redevelopment has been stalled. The developer completed demolished the former strip center, and the southern portion of the property was renovated. In addition, Interim Source Removal (ISR) activities were undertaken that included the excavation and off-site disposal of PCE-impacted soils. Currently, the location of the former drycleaner is grass and asphalt covered; however, construction activities are occurring immediately north of the site. The site is currently being utilized for the storage of construction materials. In 2016, GHD oversaw the installation of replacement monitor wells on-site. The previous monitoring report (August 2024) recommended continued annual groundwater monitoring.

Subtask 1: Project Management Subtask 1 includes all activities associated with project management of sampling of site monitoring wells, and report preparation.

Subtask 2: Groundwater Sampling Groundwater sampling will be conducted at five (5) site monitor wells. Prior to sampling, depth-to-water measurements will be made at all available wells (10 total). Groundwater sampling will be conducted at wells MW010, MW013, MW016, MW017, and MW018.

Sampling will be conducted in general accordance with FDEP Standard Operating Procedures. The groundwater samples will be for analyzed by a Florida-certified laboratory for the presence of volatile organic halocarbons (VOHs) by EPA Method 8260.

Following receipt of analytical data, a summary report will be prepared. The summary report will include a summary of field sampling procedures and analytical results. The report will also include recommendations for additional monitoring and/or remediation.

Subtask 3: PFAS Testing As part of Subtask 3, PFAS testing will be conducted at all site monitoring wells to delineate identified PGCTL exceedances. Under subtask 2, five wells will be sampled. Under subtask 3, the remaining wells (MW007, MW012, MW015, and MW019) will be sampled in general accordance with FDEP SOPs and GHD SOPs for PFAS testing. The PFAS samples will be analyzed at the FDEP laboratory located in Tallahassee.

Following receipt of analytical data, the PFAS data will be incorporated into the groundwater monitoring report prepared under subtask 2.

Re: Non-Hazardous Drum Disposal – State of Florida

Mr. Moore:

The price for the transportation and disposal (T&D) of drums of non-hazardous soil and water located in the State of Florida is listed below.

Non-Hazardous Drums:

Description Rate Unit False Mobilization (No drum found) $ 85.00 Per Stop T&D - Non-Haz Soil $ 110.00 Per Drum T&D - Non-Haz Water $ 125.00 Per Drum

The prices listed are all inclusive without any additional fees or charges (fuel surcharge, low volume stop fee etc.) and are valid for all regions in the State of Florida except for the Florida Keys. Pricing for sites located in the Florida Keys will be bid on a case-by-case basis dependent on the volume of drums and the location.

The lab data we require for the disposal of drums of petroleum impacted soils are totals for BTEX and the 4 RCRA metals (arsenic, cadmium, chromium, and lead), with analyses no older than 1 year from the estimated disposal date.

We do not require analyticals for the disposal of Petroleum Contact Water (PCW) as long as it has only been impacted with petroleum - not pesticides, herbicides or dry-cleaning solvents etc.

Please ensure that all drum lids are properly secured and that drums are on a level surface like the surrounding area (i.e., not on a pallet, etc.). A single False Mobilization fee will apply if our driver is not able to locate a drum on site or if we are unable to access the property due to a locked gate, etc.

This quote is valid for 90 days.
