Monitoring
GHD Services, Inc. (GHD) will conduct annual groundwater sampling. Specific subtasks are detailed below:
Subtask 1: Project Management Project Management is calculated at 13% of the direct labor.
Subtask 2: Groundwater Monitoring Groundwater sampling will be conducted at five (5) monitoring wells including monitoring wells MW001, MW003, MW005, MW006, and MW007. During mobilization for sampling, depth to water measurements will be gathered from all wells (9 total).
Groundwater sampling will be conducted in general accordance with FDEP SOPs.
Samples will be submitted to a fixed laboratory for analysis for the presence of VOHs, BTEX, and MTBE by EPA Method 8260.
Following receipt of analytical data, a Groundwater Monitoring Report will be prepared.
The report will include a detail of field activities along with a summary of laboratory analytical data. The monitoring report will also include recommendations regarding additional monitoring.
Investigation derived waste (IDW) disposal is anticipated and has been accounted for under this subtask. Subcontractors for IDW disposal were chosen on a lowest-cost basis. The Florida Department of Environmental Protection (FDEP) has a current and valid Site Access Agreement for this site, signed February 16, 2015.
This work will be conducted in line with the scope of work included with GHD’s proposal, received June 19, 2023. Documentation of the costs is included in the attached CEF, Level-of-Effort sheets, and proposal letter. The final deliverable due date is September 4, 2023, and the completion date for the task assignment is December 1, 2023.
The final cost total for Task Assignment DC016B is $4,940.41.

COST PROPOSAL FOR TASK DC016B
<Island Cleaners, Inc./FDEP #ERIC_4836>
<Groundwater Monitoring >
1. INTRODUCTION: <DISCUSS SCOPE OF WORK, DATES >
GHD submitted a Site Assessment Report (SAR) in November 2015 for the Island Cleaners, Inc. site located in Sanibel, Lee County. The results of the groundwater sampling indicated that the horizontal and vertical extent of drycleaning compounds in soil and groundwater are limited, and likely controlled by changes in the shallow groundwater flow direction as the aquifer responds to tidal and seasonal influences. Although geochemical parameters suggest that reductive dechlorination is possible, the lack of breakdown compounds indicates that dechlorination is not readily occurring at the Site. GHD recommended semi-annual groundwater sampling to monitor subsurface conditions and to assure that plume migration remains limited. The Department approved the SAR and recommended the installation of two additional groundwater monitor wells.
More recently, GHD recommended and the Department approved continued annual monitoring in June-August of each year. Task DC016B includes annual groundwater monitoring.
Subtask 1: Project Management Subtask 1 includes all project management activities associated with completion of annual sampling and reporting.
Subtask 2: Groundwater Monitoring Groundwater sampling is proposed at site monitoring wells MW001, MW003, MW005, MW006, and MW007. The sampling will include gathering water levels from all existing wells (MW001 through MW008 and MW105) and conducting groundwater sampling in accordance with FDEP Standard Operating Procedures. All groundwater samples will be analyzed for the presence of volatile organic halocarbons by EPA Method 8260.
Following receipt of groundwater analytical data, a summary report will be prepared. The summary report will include a description of field sampling methodology and analytical results for both sampling events. The report will also include recommendations regarding the next step toward site rehabilitation.

Re: Non-Hazardous Drum Disposal – State of Florida
Mr. Moore:
The price for the transportation and disposal (T&D) of drums of non-hazardous soil and water located in the State of Florida is listed below.
Non-Hazardous Drums:
Description Rate Unit
False Mobilization (No drum found) $ 85.00 Per Stop
T&D - Non-Haz Soil $ 110.00 Per Drum
T&D - Non-Haz Water $ 125.00 Per Drum
The prices listed are all inclusive without any additional fees or charges (fuel surcharge, low volume stop fee etc.) and are valid for all regions in the State of Florida except for the Florida Keys. Pricing for sites located in the Florida Keys will be bid on a case-by-case basis dependent on the volume of drums and the location.
The lab data we require for the disposal of drums of petroleum impacted soils are totals for BTEX and the 4 RCRA metals (arsenic, cadmium, chromium, and lead), with analyses no older than 1 year from the estimated disposal date.
We do not require analyticals for the disposal of Petroleum Contact Water (PCW) as long as it has only been impacted with petroleum - not pesticides, herbicides or dry-cleaning solvents etc.
Please ensure that all drum lids are properly secured and that drums are on a level surface like the surrounding area (i.e., not on a pallet, etc.). A single False Mobilization fee will apply if our driver is not able to locate a drum on site or if we are unable to access the property due to a locked gate, etc.
This quote is valid for 90 days.
