COST PROPOSAL FOR TASK DC003D
<Valet Cleaners, 299501431>
< SVE Operations & Maintenance > March 2025 through February 2026
1. INTRODUCTION: <DISCUSS SCOPE OF WORK, DATES >
GHD Services Inc. (GHD) installed and is overseeing operations of a low flow vapor recovery system in accordance with the approved Pilot Test Plan at the Valet Cleaners site. Task DC003D includes twelve (12) additional months of operations and maintenance of the existing system. Task DC003D also includes annual groundwater monitoring at six wells.
Subtask 1: Project Management Subtask 1 includes all activities associated with management of the operations and maintenance of the existing system for twelve (12) months.
Subtask 2: Six Months O&M (March 2025 through August 2025) As part of subtask 2, GHD will conduct one semi-annual site visit to conduct operations and maintenance of the existing system in July 2025. GHD recommends semi-annual site visits to verify system operations. During semi-annual site visits, GHD personnel will measure vacuums and flows and also collect one vapor discharge sample to verify compliance.
As part of task DC003D, GHD will conduct annual groundwater monitoring at six site monitoring wells in accordance with recent recommendations. GHD proposes to conduct annual groundwater sampling in May/June 2025. The groundwater monitoring will consist of sampling deep monitor wells (MW018 and MW004) and shallow monitor wells (MW011, MW015, MW016, and the newly installed shallow well [MW019]). Prior to sampling, a complete set of depth to water measurements will be gathered. Sampling will be conducted in accordance with FDEP SOPs. The groundwater samples will be analyzed for the presence of volatile organic compounds (BTEX and VOHs) by EPA Method 8260. The laboratory analytical results for the EPA Method 8260 parameters and the groundwater flow data will be analyzed and assimilated into a Remedial Action Status Report (RASR) describing contaminant trends, natural attenuation characteristics, and groundwater flow patterns, with recommendations as part of subtask 3.
Upon receipt of the analytical data, GHD will provide an email with field sampling logs and laboratory data to the Department. Recommendations will be included in the email based on the results.
Subtask 3: Six Months O&M (September 2025 through February 2026) GHD will conduct one semi-annual site visit to conduct operations and maintenance of the existing system in January 2026. GHD recommends semi-annual site visits to verify system operations.
During semi-annual site visits, GHD personnel will measure vacuums and flows and also collect one vapor discharge sample to verify compliance.
A RASR will be prepared that summarizes the six months of system operation, analytical data, and evaluation of data trends. The RASR will also include recommendations for additional system operations and/or monitoring.
Subtask 4: Utilities (12 months) Subtask 4 includes twelve months of utility charges (March 2025 through mid-February 2026). The utility charges are estimated at $55 per month.

Hi Mackenzie, as discussed please see the path forward for the below sites –
Valet – please do the TA to keep the low-flow system running; please check with GHD on the GW delineation Michael The Cleaner – do the WCD; Joell’s memo for rebound testing was sent on 2/24/25 (make sure they have included costs for pre and post vapor samples) McNatt’s – do the WCD; methane concentrations have gone down; the SVE system should be kept operational for methane mitigation if we decide to do another bio injection Pharmco – WCD or if you have the SOW/cost proposal do the TA to keep the P&T system operational.
Let me know if you have any questions. Thanks.

Re: Non-Hazardous Drum Disposal – State of Florida
Mr. Moore:
The price for the transportation and disposal (T&D) of drums of non-hazardous soil and water located in the State of Florida is listed below.
Non-Hazardous Drums:
Description Rate Unit False Mobilization (No drum found) $ 85.00 Per Stop T&D - Non-Haz Soil $ 110.00 Per Drum T&D - Non-Haz Water $ 125.00 Per Drum
The prices listed are all inclusive without any additional fees or charges (fuel surcharge, low volume stop fee etc.) and are valid for all regions in the State of Florida except for the Florida Keys. Pricing for sites located in the Florida Keys will be bid on a case-by-case basis dependent on the volume of drums and the location.
The lab data we require for the disposal of drums of petroleum impacted soils are totals for BTEX and the 4 RCRA metals (arsenic, cadmium, chromium, and lead), with analyses no older than 1 year from the estimated disposal date.
We do not require analyticals for the disposal of Petroleum Contact Water (PCW) as long as it has only been impacted with petroleum - not pesticides, herbicides or dry-cleaning solvents etc.
Please ensure that all drum lids are properly secured and that drums are on a level surface like the surrounding area (i.e., not on a pallet, etc.). A single False Mobilization fee will apply if our driver is not able to locate a drum on site or if we are unable to access the property due to a locked gate, etc.
This quote is valid for 90 days.
