COST PROPOSAL FOR TASK

<Applied Electronic Technologies Site/FDEP ERIC_9110>

< Site Inspection >

1. INTRODUCTION: <DISCUSS SCOPE OF WORK, DATES >

GHD Services Inc. (GHD) is pleased to submit this proposal for sampling activities at the referenced site located in Eatonville, Orange County. GHD recently prepared a field sampling workplan for further investigation of potential subsurface testing. A detail of our proposed scope of work is included below.

Subtask 1: Project Management Subtask 1 includes all tasks associated with project management of the sampling and reporting activities for the Applied Electronic Technologies Site.

Subtask 2: Site Sampling In accordance with our teleconference and the agreed upon field sampling workplan, GHD will advance a series of borings to determine lithology, collect soil samples, and install temporary monitor wells. At this time, a total of seven (7) borings are proposed. The borings will be advanced with a direct-push (DP) drill rig or a hand auger. Each boring will be advanced and soil samples collected at one foot intervals to the water table for field screening with an organic vapor analyzer (OVA). At each location, soil samples will be gathered from depths of land surface to 2 feet below land surface (bls) and 2-4 feet bls for confirmation laboratory analysis.

The samples will be submitted to a Florida-certified laboratory (Pace Analytical Services) for analysis. The samples will be analyzed for the presence of volatile organics (VOCs) by EPA Method 8260, polycyclic aromatic hydrocarbons (PAHs) by EPA Method 8270-SIM, the 8 RCRA metals by Method 6010/6020/7470, and PFAS by EPA Method 1633 (or equivalent).

Each soil boring will be advanced into the underlying groundwater following soil sampling.

The borings will be advanced to approximately 15 feet bls (using the DP equipment) or as deep as possible using a hand auger. Upon completion of the borings, temporary monitor wells will be installed. The temporary wells will be constructed with 5 or 10 foot lengths of 0.010-slot PVC slotted well screens and casing blank. The screen intervals will be installed to straddle the water table (estimated at 5 feet bls).

Following installation, the temporary wells will be sampled in general accordance with FDEP Standard Operating Procedures. The groundwater samples will be submitted to a Florida-certified laboratory (Pace Analytical Services) for analysis for the presence of VOCs by EPA Method 8260, PAHs by EPA Method 8270 SIM, the 8 RCRA metals by Method 6010/6020/7470, and PFAS by EPA Method 1633 (or equivalent). Following sampling, each of the temporary wells will be surveyed and depth to water measurements will be gathered. The wells will then be removed and the boreholes abandoned with neat cement grout.

During the mobilization, GHD will also collect sediment samples at three (3) locations along the drainage ditch located immediately south of the facility. The sediment samples will be gathered with a ponar dredge or similar sampling device. The sediment samples will be submitted to a Florida-certified laboratory (Pace Analytical Services) for analysis for the presence of VOCs by EPA Method 8260, PAHs by EPA Method 8270 SIM, the 8 RCRA metals by Method 6010/6020/7470, and PFAS by EPA Method 1633 (or equivalent).

GHD will also sample surface water at four (4) locations within the ditch located immediately south of the facility and to the west. The surface water samples will be gathered directly from the surface water into laboratory supplied containers. The surface water samples will be submitted to a Florida-certified laboratory (Pace Analytical Services) for analysis for the presence of VOCs by EPA Method 8260, PAHs by EPA Method 8270 SIM, the 8 RCRA metals by Method 6010/6020/7470, and PFAS by EPA Method 1633 (or equivalent).

Site Inspection Report Following receipt of analytical data, GHD will prepare a Site Inspection Report presenting a summary of the field and laboratory analytical results. The summary Inspection Report will be provided to the FDEP along with all field notes and laboratory analytical repots.
